July total: 8,034 ITAs in 9 days — IRCC's usual cluster pattern (PNP → CEC → French → smaller category).

2026 Year-to-Date Totals
Overall: ~97,000 ITAs, 37 draws
CEC: ~43,250 (11 draws) — largest single source
French: 35,500 (7 draws) — second largest
PNP: ~5,900–6,000 (13 draws — most frequent, but each round is small)
All other categories combined (Senior Managers, Healthcare, Trades, Physicians, Researchers, Transport, Military): ~12,000
CEC + French alone account for ~81% of everything issued this year.

Levels Plan Context (2026–2028)
Federal High Skilled (FSW+FST+CEC — feeds CEC, French, and most category draws): 109,000 target (range 85,000–120,000)
PNP: 91,500 target (range 82,000–105,000) — mostly filled via direct/base PNP, not EE draws
Economic overall: 239,800 of 380,000 total PR admissions

ITAs YTD in the Federal High Skilled bucket (~91,000) already sit at 75–84% of the full-year target range with nearly half the year left — this is the real reason draw sizes are shrinking. IRCC front-loaded volume in Q1 (8,000 CEC in January, 6,000 in February) and has throttled since April to avoid overshooting.

Rest of 2026: expect smaller, more frequent draws — CEC likely 2,000–4,000, French remaining the workhorse (it double-counts toward both the volume target and the rising Francophone-outside-Quebec goal — 9%→9.5%→10.5% through 2028), PNP staying small but steady since it draws from a separate allocation. The November 1 checkpoint, when 2027/2028 targets get "confirmed or adjusted," is the key date to watch — expect a possible pause or unusually tight draws in Sept–Oct as IRCC manages the year-end number ahead of that review.

CEC Score Analysis: Why Big → Small → In-Between
The CRS cutoff tracks invitation volume, not pool competitiveness:
Jan–Feb: 8,000 then 6,000 ITAs → cutoff near the floor (~507)
April: dropped to 2,000/draw → cutoff climbed to 514–515 and held for weeks
Jun 23: a larger 4,000 draw → cutoff eased slightly to 516
Jul 7: back to 2,000 → cutoff nudged to 517

CEC cutoffs have stayed in a narrow 507–518 band all year regardless of size, because a dense cluster of candidates sits there. IRCC is using invitation count as its lever, not selectivity — the score only jumps meaningfully when CEC is skipped for several draws (letting backlog build) or draw size shrinks sharply.

CEC likely keeps oscillating 510–520 through Q3–Q4, with draw sizes trending smaller (1,500–3,000) as the annual ceiling tightens. A candidate at 500–505 CRS shouldn't count on CEC alone this year — French (390–420 cutoffs) remains the more realistic route, which is exactly why IRCC keeps running oversized French rounds: it simultaneously serves the volume target and the Francophone mandate.

Big News for Ontario: The OINP Just Changed — and It Could Change Your Plans Too.🇨🇦

Ontario has officially launched Phase 1 of its OINP redesign (effective June 26, 2026) — one of the biggest overhauls of the program in years.

If you have an active EOI, are planning to immigrate through Ontario, or are an Ontario employer — these changes will directly impact you.

📌 The new Ontario Workforce Priority Stream — at a glance:
TEER 0–3 Pathway

✅ Permanent full-time job offer
✅ Work experience (6 months with employer / 3 months for eligible Ontario graduates / 2 years cumulative in the occupation)
