CARM Release 2 delayed until October 2023!

"The CBSA Assessment and Revenue Management (CARM) project successfully launched its first two releases in January (Release 0) and May (Release 1) 2021. These releases represent the foundation on which the third release (Release 2) is being built. Release 2 is the largest, most complex CARM release and requires careful consideration for its implementation.

[The CBSA] aware of the significant investment that Release 2 represents for industry, as well as the impact that COVID-19 has had on many businesses. With the goal of shared success, and in consideration of other Release 2 pressures, the CBSA is carefully reviewing the appropriate timing for Release 2 implementation."

The release date for CARM Release 2 has therefore been moved to October 2023.

Business Account Manager (BAM)

The Business Account Manager (BAM) is the primary user on the CARM Client Portal (CCP) with complete administrative access and functionality who sets up the business account. The BAM is responsible for registering the company on the CCP, requesting access to client accounts, and for approving and assigning user roles to each subsequent portal user.

For the initial BAM who registers the business on the portal, their personal profile will be created automatically by default when registering the business.

It is recommended that once the BAM has successfully registered the business, that they send a message to their staff to let them know that the business is set up in the portal and ready to receive employee access requests.

CSCB Road to CARM - Roadside Assistance

Release Prior to Payment (RPP) - Posting Security

RPP security may be posted in the form of a cash deposit or a continuous surety customs bond. Without RPP security, an importer will be required to pay in advance on the CARM Client Portal (CCP), or pay a CBSA cashier at the time of clearance, in order for the goods to be customs released.

The posted financial security will secure all accounts payable, including duties and taxes (GST), as well as interest, adjustments, ascertained forfeitures, and SIMA fees. The posted security will also secure any penalty fees, which are also included in the calculation of the amount of security required to cover the account.

CARM R2 - Go-Live Date Postponed

The CBSA plans to present a revised project plan for CARM R2 as being 1 of 2 dates in 2023, either May 2023 or October 2023, in order to lock down the related regulations, rules of engagement, and to be sure that onboarding is complete

CSCB Road to CARM - Roadside Assistance

Release Prior to Payment - $10 Cap

As of CARM R2, the maximum Release Prior to Payment (RPP) security is set at $10M per RM account. The automatic monitoring of the bond utilization is set at the RM level in CARM.

Example: If a legal entity (BN9) with 5 associated RM accounts currently holds a single bond for $10M covering the total accounts payable across all 5 RM (BN15) accounts, where each individual RM account has an accounts payable in excess of $10M, as of CARM R2, they can either post 5 individual $10M bonds (one bond per RM (BN15) account) OR post one bond for $50M and allocate coverage across the 5 RM accounts.
