KDC Update from Chief & Council - October 2, 2026

The management and financial spending review of Khowutzun Development Corporation (KDC) covers the period through March 2024.

In May 2024, Renée Olson was appointed Interim CEO to stabilize and grow KDC. Since then, KDC has put strong and consistent business structures and procurement policies in place, increased transparency across the organization and developed robust revenue streams to support its operations. It has also grounded its programs, employment and partnerships in Quw'utsun values and culture.

Over the past two years, KDC has worked collaboratively with Cowichan Tribes Council, Elders and Citizens to create a growing number of culturally inclusive opportunities for training, employment, entrepreneurship and personal growth in our community. This work includes construction of a 200-home mixed-use development on Cowichan Tribes land and Indigenous inclusion in major projects across Vancouver Island.

KDC team is working hard to create economic and community benefits for Cowichan Tribes Citizens while maintaining operational excellence, grounded in culture.

This day calls for courage. We remember. We stand.

The structure behind how we work with Cowichan Contractors.

Khowutzun Development holds the prime contracts and brings local contractors on as subcontractors. Before any award, we look at capacity, trade skills, safety certification, manpower, and past performance. Once on a job, clear scopes, proper insurance and WCB compliance, and regular check-ins keep things on track.

We also offer support: estimating help, proposal guidance, cultural awareness training, and project mentorship. The goal is steady work and stronger local Indigenous contracting capacity.This process is about fairness, safety, and lasting results.

📊 Turning Data Into Impact! 🌱

We’re excited to be bringing Data Management training to Community Members through Khowutzun Development Corporation (KDC) in partnership with Royal Roads University!
Data is more than numbers and spreadsheets. It tells a story. It helps us understand where we are, where we’re going, and how we can make better decisions that create meaningful outcomes for our community and our businesses.

Through this training, students will be building skills in:
🔹 Understanding and managing raw data
🔹 Turning data into meaningful stories
🔹 Using data to support better decision-making
🔹 Strengthening organizational systems and processes
🔹 Building practical skills that can be applied directly in the workplace
🔹 Understanding how data can help us measure impact and outcomes

In 1997 the RCMP teamed up with First Nations artist Roy Henry Vickers. The idea was an Indigenous treatment centre in BC. They called it Vision Quest. A Journey of Hope.

A female elder from the Paul family at Tsartlip gifted them a drum song in the sweat. That song travelled 1000 miles by canoe from Ksan Village on the Skeena River down the coast, stopping at every village. It ended in Victoria at the 1997 North American Indigenous Games.

Calvin Swustus paddled that journey. He still shares the elder’s drum song with RCMP members, pictured here at KHC, and keeps teaching it.

Iskum Investments is advancing an important study for a modern wood processing facility on the British Columbia coast.
This First Nations led consortium is comparing three coastal locations with support from a $1.275 million contribution through the Government of Canada’s Indigenous Forestry Initiative.

The facility would process second growth logs, create more value from coastal fibre right here in Canada, support pulp operations, and generate hundreds of lasting jobs across the region. At full capacity, it could sustain over 700 positions while strengthening communities and the broader coastal economy.

No site has been chosen yet. This careful study will guide the next steps as Nations move from holding tenure to owning manufacturing capacity.

A strong coastal forest sector built by First Nations for the benefit of workers, communities, and future generations.

August has been full of heart at the Khowutzun Heritage Centre.

We celebrated the wedding of Mr. and Mrs. Alphonse, our first in over a decade. The day felt warm and full of care, made possible by everyone who helped prepare the space. Thank you all.

Harry Manx brought a wonderful blues night with great energy and stories that had everyone smiling. People left saying thank you, and it felt so special.

The next wedding is on August 29th, and the next concert will be Alexandr Misko on October 7th. So fortunate that we get to share these moments.

🌎 At the River's Edge Project, sustainability is a key priority from start to finish. Rather than sending valuable materials for disposal, we carefully extracted, and repurposed reusable granular materials wherever possible.

🌎 By reclaiming and reusing these resources, we were able to reduce unsuitable waste, maximize the value of existing materials, and support a more environmentally responsible approach to construction.
