Ontario Immigrant Nominee Program (OINP) Update – REDI Initiative

The Ontario Immigrant Nominee Program (OINP) has announced the launch of a new round of the Regional Economic Development through Immigration (REDI) initiative, which will run until the end of 2027.

The initiative aims to address regional labour market needs by allocating nomination spaces to selected communities seeking skilled international talent. It provides eligible foreign workers with a potential pathway to permanent residence while supporting economic growth and newcomer integration in participating communities.

The participating regions include Greater Sudbury, Kenora District, Nipissing District, Rainy River District, Renfrew County, and Thunder Bay.

There is no separate application process for the REDI initiative. Interested applicants must meet the eligibility requirements of the Ontario Immigrant Nominee Program (OINP) to be considered.

Canada’s 2026–2028 Immigration Levels Plan

Immigration, Refugees and Citizenship Canada (IRCC) has outlined Canada’s immigration targets for 2026–2028, covering both temporary resident arrivals and permanent resident admissions. The plan sets targets for new temporary resident arrivals at 385,000 in 2026 and 370,000 in both 2027 and 2028, while overall permanent resident admissions will remain at 380,000 annually throughout this period.

Economic immigration will continue to represent the largest share of permanent resident admissions, reaching 64% in 2027 and 2028. The plan also maintains Canada’s commitment to family reunification, with family-class admissions representing approximately 21.3%–22.1% of overall admissions. Additionally, 13% of overall admissions will be dedicated to refugees and protected persons, alongside continued support for Francophone minority communities and Canada’s humanitarian commitments.

WARNING TO EXPRESS ENTRY APPLICANTS!

Thinking of changing your NOC code to align with the recent Express Entry changes? THINK VERY CAREFULLY!

Before making any changes to your National Occupational Classification (NOC) code simply to qualify under a particular Express Entry category, consider the potential consequences.

Remember these important points:

-IRCC may review your previous Express Entry profiles, immigration applications, employment history, and information previously submitted to assess consistency and credibility.

-Your NOC code must accurately reflect your actual job duties and responsibilities, not simply your job title or the occupation that offers better opportunities for permanent residence.

-Changing your NOC code does not automatically make you eligible for a particular Express Entry category. You must genuinely meet the applicable eligibility requirements.

-Inconsistent employment information may raise concerns and result in requests for additional documentation, further verification, or questions regarding the credibility of your claimed work experience.

MOST IMPORTANTLY: Providing false or misleading information may constitute misrepresentation under Section 40 of the Immigration and Refugee Protection Act (IRPA), potentially resulting in refusal and a five-year period of inadmissibility to Canada.

My advice: Do not change your NOC code simply to chase an Invitation to Apply (ITA). If your previously declared NOC was genuinely incorrect, a correction may be appropriate, provided it is truthful, supported by evidence, and properly explained.

Never compromise the accuracy and integrity of your immigration application just to improve your chances of receiving an ITA.

Your goal should not simply be to receive an ITA, but to obtain permanent residence through truthful, accurate, and credible information.

REMEMBER: An ITA is not a guarantee of permanent residence approval!

IMPORTANT CLARIFICATION: HIGH-WAGE OCCUPATION POINTS UNDER EXPRESS ENTRY

I have received several inquiries regarding High-Wage Occupation Points, and I would like to clarify a common misunderstanding.
Your current salary or hourly wage does NOT automatically determine whether your occupation qualifies as a high-wage occupation under Express Entry.
Please do not confuse High-Wage Occupation Points under Express Entry with the High-Wage LMIA category under the Temporary Foreign Worker Program. These are two different classifications with different criteria.

What is a High-Wage Occupation?
Under the published definition, an occupation is considered high-wage when the median wage of workers across Canada in that occupation is at least 1.3 times the average median wage of the Canadian workforce.

This means:
-The classification is based on the occupation's National Occupational Classification (NOC) code.
-It considers the wages of workers across Canada performing that occupation, not your individual salary.
-Earning a high salary does not automatically make your occupation eligible for high-wage occupation points.

High-wage occupations are classified into three levels, with points assigned according to the applicable level.

IMPORTANT: Only occupations included in the official list of eligible NOC codes can qualify for the corresponding high-wage occupation points under the Labour Market Integration factor, subject to the applicable program requirements.

The bottom line: It is your occupation's classification under the applicable NOC list—not simply how much your employer pays you—that determines whether your occupation falls within a designated high-wage level.

Always refer to the official IRCC website for accurate and updated immigration information.

The Labour Market Integration factor is new in the CRS.
It includes points for either:
--Canadian work experience (based on how long you worked) with extra points for work in eligible high-wage occupations
a qualifying job offer in an eligible high-wage occupation
You can only receive points for Canadian work experience or an eligible job offer, not both.

The Express Entry Comprehensive Ranking System (CRS) will change on November 3, 2026:
• You can get more points for eligible Canadian work experience or a qualifying job offer in a high wage occupation.
• You will no longer need a labour market impact assessment for a job offer to be considered for CRS points or eligibility under the Federal Skilled Worker Program or Federal Skilled Trades Program. IRCC will assess job offers directly.
