Senior Consultant
Jon is the founder of PopLaw Consulting and the firm's Senior Consultant. A graduate of Fleming College's Police Foundation program, Jon has been employed in Ontario local government for the past 19 years. During his career he has held front line Municipal Law Enforcement, Animal Control, Property Standards, Zoning and Fire Prevention Officer positions. Over the past 10 years he has been a progressive leader of municipal law enforcement divisions in roles as a senior officer, supervisor, manager and director.
Jon holds professional designations from four municipal associations as a Municipal Law Enforcement Officer Certified [MLEO (c)], Certified Property Standards Officer [CPSO), Certified Municipal Manager III [CMM IIII] and Certified Bylaw Enforcement Officer [CBEO].
Jon also held positions for 6 years as a Municipal Prosecutor responsible for the prosecution of municipal by-laws and provincial statutes under Part I, II and III of the Provincial Offences Act.
Since 2002, Jon has also been employed as a training officer, presenter, instructor/facilitator, guest lecturer, and provincial trainer in the area of municipal law enforcement. Jon has been a regular presenter at annual Municipal Law Enforcement Officers' Association of Ontario, Ontario Association of Property Standards Officers, Association of Municipal Clerk's and Treasurer's of Ontario and Prosecutor's Association of Ontario conferences.
Jon is also currently an authorized Instructor for the Municipal Law Enforcement Officers' Association of Ontario (MLEOA) and leads the Municipal Law Enforcement Foundations & Advanced courses and workshops.
Jon has dedicated his professional life to the municipal law industry. He has been an active member of the MLEOA since 2005 and has been elected to the board of directors from 2007 to 2015. During this time he served as the association Vice-President (2008-2012), President (2012-2015) and currently holds the position of Past President. Jon continues to be the 2nd Vice-President and Chair of the Policy and Accreditation Committee of the Ontario Municipal Management Institute (OMMI) and Director and Awards Committee member of the Canadian Peace Officers' Memorial Association (CPOMA).
