NO AOR YET? IRCC INTRODUCES TEMPORARY FLEXIBILITY FOR SOME PNP WORK PERMIT APPLICANTS

IRCC has announced a temporary measure that may help certain Provincial Nominee Program (PNP) applicants in Canada who have submitted their permanent residence application but are still waiting for their Acknowledgement of Receipt (AOR).

Effective June 9, 2026, officers may temporarily accept alternative proof that a PR application has been submitted when processing:

• PNP employer-specific work permits (T13)
• PNP Bridging Open Work Permits (A75)
• Eligible spousal open work permits for spouses or partners of PNP principal applicants

Instead of an AOR, applicants may be able to provide:

• A PR submission confirmation email and proof of payment of PR fees, or
• Confirmation in IRCC systems that the PR application has been received and is pending

This temporary measure was introduced to address delays in AOR issuance caused by extended completeness checks.

Important reminders:

• This applies only to certain in-Canada PNP work permit applications
• It does not eliminate the AOR requirement permanently
• It does not guarantee work permit approval or PR approval
• Standard eligibility and admissibility requirements still apply

The temporary measure is scheduled to remain in place until December 31, 2026, unless IRCC issues further instructions.

PROPOSED EXPRESS ENTRY CHANGE COULD REWARD HIGHER-PAYING OCCUPATIONS

Canada is considering a major Express Entry reform that could award additional CRS points to candidates working in high-wage occupations.

Under the proposal, occupations with median wages above Canada's national median wage could receive bonus CRS points through a new "high-wage occupation factor."

The proposed system would create three wage tiers for eligible occupations:

• At least 2x the national median wage
• At least 1.5x the national median wage
• At least 1.3x the national median wage

Approximately 37 of the 89 occupations currently prioritized through the Express Entry category-based selection could benefit if the proposal is implemented.

Occupations that could potentially benefit include:

• General practitioners and family physicians
• Specialists in clinical and laboratory medicine
• Specialists in surgery
• Nurse practitioners
• Civil engineers
• Cybersecurity specialists
• Construction managers
• Dentists
• Pharmacists
• Psychologists
• Registered nurses
• Physiotherapists
• Elementary and secondary school teachers
• University professors and lecturers

It is important to note that this proposal has not yet been implemented.

IRCC has indicated that eligibility would be based on an occupation's median wage, not an individual's personal salary. A candidate's previous, current, or future rate of pay would not be considered.

IRCC has not announced an implementation date. Officials have indicated that broader Express Entry reforms could be implemented over the next 12–18 months, although some changes may arrive sooner.

A refusal is not always the end of the road. 🇨🇦

After receiving a refusal on her Post-Graduation Work Permit (PGWP) application, our client sought our assistance to review her options and prepare a reconsideration request.

Following the submission of the reconsideration package, IRCC acknowledged the request, reopened the application for review, and ultimately approved both the PGWP and the accompanying spousal open work permit.

Application Timeline

• PGWP Application Submitted: January 12, 2026
• Refusal Issued: April 1, 2026
• Client Retained Tiempo Visa Following Refusal
• Reconsideration Request Acknowledged by IRCC: April 15, 2026
• Application Reopened for Reconsideration: May 8, 2026
• Approval Issued: May 29, 2026
• PGWP Valid Until: May 29, 2029

HOW MUCH INCOME DO YOU NEED TO SPONSOR YOUR PARENTS OR GRANDPARENTS?

Answer: It depends on your family size and whether you meet IRCC's income requirements for the last three tax years.

If you're planning to sponsor your parents or grandparents through Canada's Parents and Grandparents Program (PGP), one of the most important requirements is income.

For the 2025 intake, IRCC will assess your income from:

• 2024
• 2023
• 2022

The minimum income required increases based on the number of people you are financially responsible for, including yourself.

For example, for the 2024 tax year:

• Family size of 2: $47,549
• Family size of 3: $58,456
• Family size of 4: $70,972
• Family size of 5: $80,496
• Family size of 6: $90,784
• Family size of 7: $101,075

If your family size is more than 7 people, additional income is required for each extra family member.

Sponsors are generally required to provide Notices of Assessment for all three tax years being assessed.

Meeting the income requirement does not automatically mean a sponsorship application will be approved. Every application is assessed individually.

LMIA processing times have shifted across several Temporary Foreign Worker Program streams, according to the latest update from Employment and Social Development Canada (ESDC).

Some streams saw faster processing, while others experienced longer wait times.

April 2026 average processing times:

• Global Talent Stream: 8 days (down from 12)
• Agricultural Stream: 21 days (up from 15)
• SAWP: 10 days (unchanged)
• High-Wage Stream: 64 days (up from 60)
• Low-Wage Stream: 58 days (up from 48)
• Permanent Resident Stream: 140 days (down from 244)

The most significant improvement was seen in the Permanent Resident Stream, with processing times decreasing by more than three months. However, it still remains the longest-processing LMIA stream.

The Global Talent Stream also returned to processing within ESDC's 10-day service standard.

It is important to remember that processing times are averages and can change based on application volume and other factors.

EXPRESS ENTRY REFORMS MAY BE COMING. HERE’S WHAT CANDIDATES CAN DO NOW.

Canada is currently consulting on proposed reforms to the Express Entry system, with implementation potentially taking place over the next 12–18 months.

While the final rules have not yet been confirmed, several possible changes have been discussed, including:

• A standardized requirement of at least one year of skilled work experience within the past three years
• A minimum language requirement of CLB 6
• Potential removal of additional points for having a sibling in Canada, Canadian post-secondary education, and high French-language scores
• Greater emphasis on high-wage occupations
• Increased recognition of trade qualifications

Based on what has been shared so far, candidates may wish to focus on three key areas:

1. Maintain or gain skilled work experience
2. Obtain a trade certification if applicable
3. Improve and maintain valid language test results

Language scores remain one of the most important factors in Express Entry. Since approved language tests are only valid for two years, some candidates may benefit from planning ahead and re-taking their exams if needed.

The proposed reforms are still under consultation, and details may change before implementation. Eligibility and selection criteria will depend on the final policies introduced by IRCC.

EXPRESS ENTRY COMPETITION IS HEATING UP

Recent Express Entry pool data shows that 93% of the pool's growth between April 26 and May 24 came from candidates with CRS scores between 501 and 600.

During that period, the Express Entry pool grew by 4,395 profiles. Of that increase, 4,085 profiles were added to the 501–600 CRS range alone, highlighting how competitive the pool has become in recent months.

One major factor behind this increase was IRCC's 29-day pause in Canadian Experience Class (CEC) draws. While high-scoring candidates continued entering the pool, no candidates were removed through CEC-specific invitations during that period.

When CEC draws resumed on May 27, IRCC issued 3,000 Invitations to Apply (ITAs) with a CRS cut-off score of 518, the highest CEC cut-off of 2026 so far.

The latest figures suggest that high-scoring candidates are entering the Express Entry pool faster than invitations are removing them.
