MANITOBA EXPANDS FAST-TRACK LICENSING FOR INTERNATIONALLY TRAINED DOCTORS

Manitoba has announced plans to support the licensing of up to 90 additional internationally trained physicians through its Practice Ready Assessment pathway.

Announced on October 14, 2026, the initiative aims to strengthen healthcare services in rural and northern Manitoba, including clinics and emergency departments.

Key details:

Up to 90 additional physicians are expected to be ready to work by 2028–2029.

The PRA-MB Family Practice pathway includes a three-month clinical assessment for eligible experienced physicians.

The federal government has pledged $6 million in funding, subject to the finalization of an agreement with Manitoba.

Applicants must meet education, work experience, examination, and language requirements. Sponsorship by a Health Service Delivery Organization and a return-of-service agreement are also required.

Important: This is a physician licensing initiative, not an automatic immigration or work permit pathway. Licensing and immigration eligibility are assessed separately.

Canada held another Express Entry draw under the Provincial Nominee Program (PNP), issuing 752 invitations to apply for permanent residence.

Canada’s Work Permit Restrictions Expand to Six More Labour Markets

As of October 9, 2026, Canada’s restrictions on processing certain low-wage Labour Market Impact Assessments (LMIAs) have expanded to six additional areas: Halifax, Fredericton, Kingston, St. Catharines-Niagara, Regina, and Lethbridge.

The restrictions remain in place in previously affected areas, while Kamloops and Chilliwack are no longer affected under this measure.

From October 9, 2026, to January 7, 2027, certain low-wage LMIA applications will not be processed if the job is located in an affected census metropolitan area (CMA) and pays below 120% of the applicable provincial or territorial median wage.

Exemptions include eligible positions in primary agriculture, construction, food manufacturing, hospitals, and nursing and residential care facilities. Certain in-home caregiver positions and qualifying temporary or highly mobile jobs may also be exempt.

The next update to the affected CMA list is scheduled for January 8, 2027.

Employers and foreign workers should review the applicable requirements before making employment or work permit plans.

IRCC CLARIFIES WHO CAN REUSE A PREVIOUS IMMIGRATION MEDICAL EXAM

Immigration, Refugees and Citizenship Canada (IRCC) has clarified that applicants must currently be living in Canada to qualify for the temporary public policy that allows certain eligible applicants to reuse a previous immigration medical examination (IME).

Under this policy, you may qualify for an exemption from completing another medical exam if you meet all four conditions:

• You have applied or are applying for permanent or temporary residence.
• You currently live in Canada.
• You completed an immigration medical exam within the previous five years.
• Your previous examination indicated a low or no risk to public health or public safety.

What if you have moved outside Canada?

If you previously studied or worked in Canada but have since returned to your home country, you cannot rely on this five-year exemption simply because you completed a medical exam while living in Canada. You must follow the applicable medical examination requirements unless another exemption applies.

Eligible applicants should provide their previous Immigration Medical Examination (IME) number or Unique Medical Identifier (UMI) number in their application. Meeting the conditions does not guarantee an exemption, as IRCC makes the final determination.

The temporary public policy is currently scheduled to remain in effect until October 5, 2029, although it may be revoked earlier.
