BREAKING NEWS: A decision has just been posted on the Environmental Registry (ERO) regarding Complete Applications. For those of you familiar with the development process, peer reviews of engineering studies prepared by professional engineers (PEng) are commonly required by Municipalities prior to approval of a development application such as an application for Site Plan Control Approval. The new regulation now identifies professional engineering as a prescribed profession. What does this mean? Municipalities are now required to accept technical studies and reports prepared and stamped by professional engineers in the first instance as satisfying complete application requirements (without requiring further review or revisions). This designation encompasses all engineering subspecialties as every engineer works under the P.Eng. in their area of expertise. This is developing news, so further details are required. This New Year, we reflect on a project that began in 2024 as no more than a patch of land along the Sturgeon Creek in Leamington, ON. Bolstered by its location, the new Owner saw its potential for commercial development and quickly attracted Tim Hortons and Dollarama as tenants. What the Owner now needed was a Planning firm that could forecast the requirements of the Municipality and lead the project to completion under the strict timelines of major corporate partners.
The development required Site Plan Control Approval, a Minor Variance, Traffic/Archaeological/Environmental/Stormwater and Servicing Studies, an engineered setback from the Sturgeon Creek, and a whole lot of hope.
RJ Planner managed the project with a team of amazing professionals and the support of the Town and the Conservation Authority, and, on New Year's Day, 2026, we had a chance to make that inaugural "Timmies Run" through the drive-through. It was the best latte we ever had.
