Canada is planning an important change to its Express Entry system. Starting November 3, 2026, eligible candidates may no longer need a Labour Market Impact Assessment (LMIA) for certain qualifying job offers.

Under the new rules, an LMIA will not be required for job offers used to claim additional Comprehensive Ranking System (CRS) points under Express Entry. The change will also apply to qualifying job offers used to meet eligibility requirements for the Federal Skilled Worker Program (FSWP) and the Federal Skilled Trades Program (FSTP).

This change aims to simplify the process for eligible candidates and employers. However, candidates must still meet the relevant program and job-offer requirements to qualify.

Canada is planning changes to Express Entry, bringing back additional CRS points through a new approach that focuses on Canadian work experience and qualifying job offers in high-wage occupations. Previously, eligible job offers could earn candidates 50 or 200 extra points, but this system ended in March 2025.
IRCC will classify high-wage occupations into three levels: at least 2 times, 1.5 to under 2 times, or 1.3 to under 1.5 times Canada’s average median wage. Eligibility will depend on the occupation’s NOC code, using wage data from the past three years.

Canada is warning newcomers and immigration applicants about AI-powered scams involving fake officials, job offers, videos and voices. In an advisory updated October 6, 2026, IRCC said scammers may demand money or personal information while pretending to be government employees. IRCC also stressed that officials will never guarantee jobs or visas, request payment into personal accounts, or threaten deportation over unpaid fees.

Ontario paused all OSAP payments linked to private post-secondary institutions on October 6, 2026, while an independent KPMG audit continues. Preliminary findings identified serious concerns about the system’s integrity, including student and enrolment verification. In 2024–25, seven private career colleges received about $385 million in provincial grants. The government is exploring low-interest third-party loans to support affected students.

Quebec’s incoming Parti Québécois government is proposing major immigration cuts. Temporary residents could fall from over 500,000 to 250,000–300,000, while temporary foreign workers could drop from over 80,000 to around 40,000. International student numbers may decrease from 120,000 to 50,000, and annual permanent resident admissions could fall from 45,000 to 35,000. The proposals also emphasize French proficiency. These changes are not yet in force, with further details expected after the National Assembly resumes in November 2026.
