Ontario Workforce Priority Stream (OWPS) – Language Requirements Explained

Ontario has officially released the language requirements for the new Ontario Workforce Priority Stream (OWPS).

Minimum Language Requirements

• TEER 0, 1, 2 & 3 occupations: Minimum CLB 6
• Eligible Skilled Trades occupations: Minimum CLB 5

Exception – Ontario Graduates

If you qualify as an Ontario Graduate, there is no mandatory minimum language requirement under this stream.

You may qualify if you have completed within the last 3 years:
• A 2-year (or longer) program at an eligible Ontario institution
• An Ontario Graduate Certificate
• A Master's or PhD from an eligible Ontario institution

Should You Still Take a Language Test?

Absolutely.

Even if you're exempt, higher language scores can increase your OWPS ranking. Ontario has not yet confirmed whether future invitations will target points, occupations, regions, graduates, or other categories.

If your wage or work region earns fewer points, your language score is one of the best ways to improve your competitiveness.

Don't aim for the minimum—aim for the highest CLB score possible.

EXPRESS ENTRY DRAW UPDATE | French-Language Proficiency (Version 2)

IRCC has conducted another French-Language Proficiency Express Entry draw.

Draw Details
• Date: July 9, 2026
• Invitations Issued: 5,000
• CRS Cut-off Score: 420
• Tie-breaking Rule: May 15, 2026 at 08:04:00 UTC

This continues Canada's strong focus on attracting French-speaking skilled workers outside Quebec. Candidates with strong French language proficiency may have an excellent opportunity to receive an Invitation to Apply (ITA), even with a lower CRS score than many general or CEC draws.

If you have French language skills or are considering taking a French language test, this may be the right time to explore your eligibility under Express Entry.

Draw Details:
• Date: July 7, 2026
• Invitations Issued: 2,000
• Minimum CRS Score: 517
• Tie-breaking Rule: December 29, 2025 at 17:49:27 UTC

If you received an Invitation to Apply (ITA), congratulations!

Remember, receiving an ITA is just the beginning. Your permanent residence application must be supported by accurate work experience, the correct NOC, strong reference letters, and complete documentation to avoid delays or refusal.

Hundreds of Temporary Resident Students in Alberta Could Lose Access to Public School

A growing number of children in Alberta may be unable to continue their education this fall because their families' immigration documents are still being processed.

According to reports:
• Hundreds of students have expired or soon-to-expire permits.
• School boards are requesting updated immigration documents before September enrolment.
• Delays in immigration processing are creating uncertainty for many families.
• Education advocates warn that children should not bear the consequences of immigration processing delays.

Ontario Introduces the New Workforce Priority Stream

Ontario has officially launched the Workforce Priority Stream as part of Phase 1 of the OINP redesign, replacing several previous immigration streams, including all Express Entry streams.

What is the Workforce Priority Stream?

It is an employer-driven pathway designed to address Ontario's labour market needs through three categories:

TEER 0–3
• Full-time, permanent job offer required.

TEER 4–5
• Full-time, permanent job offer required.
• Applicants must meet specific work experience, education, and language requirements.
• Certain licensed professionals may be exempt from the work experience requirement.

Self-Employed Physicians
• No job offer required.
• Must meet CPSO registration requirements and be eligible for OHIP-funded services.

Important Updates

• The previous OINP Express Entry streams have been closed.
• Existing EOIs that did not receive an invitation have been withdrawn.
• The new Employer Portal and EOI system are currently closed and are expected to reopen later this summer.
• Employers will need to register new positions once the portal reopens.
• Additional phases of the OINP redesign are expected.

Big Changes to Ontario's Immigration Program (OINP)

Ontario has launched Phase 1 of its OINP redesign.

Here's what changed:
8 OINP streams have been closed, including all Express Entry streams.
A new Ontario Workforce Priority Stream has replaced them. It is an employer-driven stream with three pathways:

TEER 0–3

Full-time, permanent job offer required.

TEER 4–5

Job offer with specific work experience, language, and education requirements.
Licensed applicants may be exempt from the work experience requirement.

Self-Employed Physicians

No job offer required if they meet CPSO registration and OHIP eligibility.

Important Updates

The new EOI system is currently closed and is expected to reopen later this summer.
If you had an EOI under the previous streams but did not receive an invitation, it will be withdrawn.
Employers will need to register again when the new Employer Portal reopens.
