📢 Important Immigration Update TR to PR: New "In-Canada Workers" Pathway

We know many of you have been waiting for news on a broad TR to PR pathway similar to the one in 2021. IRCC has officially released details on the new "In-Canada Workers Initiative," and we wanted to share a quick breakdown with you.

The Reality: This update is more restrictive than we anticipated. It is a one-time measure focused on transitioning 33,000 workers who are already in the application inventory for regional programs (like the AIP or PNP) and who have lived in a smaller/rural community for at least 2 years.

The Silver Lining:
While this isn’t the broad "open door" many were hoping for, there is still reason to stay positive:
✅ Clearing the Path: This move is designed to clear the current backlog by the end of 2026.
✅ Economic Need: Canada still faces major labor gaps. Historically, once the government hits its current targets and clears out old files, they often open up new, more accessible pathways to keep the economy moving.
✅ Constant Change: Immigration rules at the federal level change frequently based on the economy. We are watching these shifts every single day.

TR to PR 2026: Why the wait, and what should you do?

We know many of you are checking the IRCC updates daily, waiting for the official eligibility announcement for the new 33,000-spot TR to PR pathway. While the program was "soft-launched" and confirmed by the Immigration Minister earlier this month, the full eligibility criteria—originally expected in April—is still pending.

Why the delay? While IRCC hasn’t issued a single "official" reason for the slow rollout, several factors are likely at play:
➡️Bill C-12 Implementation: With the recent passing of Bill C-12, the government now has broader powers to "pause or vary" immigration processing. They are likely fine-tuning the system to ensure it aligns with these new executive powers.
➡️Targeting Logic: Unlike the 2021 program, the 2026 version is expected to be highly specific. IRCC is likely finalizing the list of "in-demand" sectors and geographic requirements to ensure the 33,000 spots go exactly where the labor market needs them most.
➡️System Stability: We all remember the portal crashes of 2021. The government is likely stress-testing the new portal to handle the massive surge of applications expected on Day 1.

This isn't a delay because the program is cancelled—it's likely a delay because the criteria will be stricter. With nearly 1.9 million permits expiring this year, 33,000 spots will go fast

Hearing more confirmation now that the upcoming TR to PR pathway is not meant for people in major cities.

What’s being said behind the scenes:

* The plan is to exclude the following Census Metropolitan Areas (CMAs) — Toronto, Vancouver, Montreal
* This isn’t a permanent program — it’s being framed as a targeted, one-time pathway (roughly 30–35K spots total)
* Details are still being finalized, but the location factor is expected to be a major filter, not just work experience

👉 Translation: Canada is trying to spread immigration outside the usual hotspots.

Full details should be announced before the end of this month (April).

👀📣Major changes are coming to Canada’s Express Entry system.

What we know so far:
A new streamlined program is expected to replace the current Express Entry streams, including the Federal Skilled Worker Class, Canadian Experience Class, and Federal Skilled Trades Class.

Why the changes?
The goal is to simplify and streamline requirements, making the system more user-friendly for applicants to navigate.
