Most immigration business plans include a market section. Very few include actual market analysis.

The difference is what adjudicators evaluate — and it is one of the most consequential gaps we see across C11, PNP, and ICT files.

Market research answers: "Is this an industry that has demand?"
Market analysis answers: "Can this specific applicant compete and succeed in this market?"

Officers are trained to evaluate the second question. Generic industry statistics do not answer it. Applicant-specific demand evidence, competitive positioning, and assumption-backed projections do.

Here is a breakdown of the three specific elements that distinguish a credible market analysis from a completed market section — and the review questions practitioners can use before submission.

Immigration business plans and standard business plans look alike. They are evaluated by completely different people, against completely different criteria.

Here is what makes a business plan immigration-grade in Canada — and why it matters for every C11, PNP, and ICT file.

IRCC's AI tools are now fully operational, and their role in immigration file processing is broader than most practitioners realize.

From the passport photo checker to Geomatch and ML triage tools, these systems are actively influencing how files move through the queue. Understanding what each tool does, and what it doesn't, changes how advisors structure and sequence their submissions.

Most ICT applications fail at the specialized knowledge review — not because the applicant lacks expertise, but because the case was built as a legal argument instead of a business analysis.

IRCC doesn't ask: "Is this person experienced?"

It asks three specific questions:
— Is the knowledge proprietary or genuinely advanced?
— Can it be transferred to a Canadian employee within a reasonable timeframe?
— Is it essential to the operation in Canada?

A strong résumé doesn't answer those. A detailed org chart doesn't either.

GenesisLink's latest breakdown covers the business analysis framework that practitioners are using to structure ICT files that hold up under officer scrutiny.

Ontario revoked all nine OINP streams on May 30, 2026, including the Entrepreneur stream that many C11 and ICT holders were counting on as their PR pathway.

Phase 2 proposes a new Entrepreneur stream and an Exceptional Talent stream, but no eligibility criteria or launch timeline has been confirmed.

For advisors managing Ontario-based entrepreneur files, this transitional period has a clear strategic playbook: document business performance now, assess alternative PNP options, and prepare for the moment new stream details are released.

The job creation section of a PNP business application is often treated as a formality. Fill in the roles, attach a salary table, move on.

After reviewing hundreds of business immigration files, that approach is the single most consistent gap we see — and it regularly determines whether a file crosses the viability threshold.

Provincial officers are not simply counting jobs. They evaluate three dimensions most advisors overlook: operational rationale, hiring timeline credibility, and labour market alignment. Each one needs to be explicitly addressed in the business plan.

Here is the full breakdown of what PNP assessors actually look for — and how to build a job creation plan that holds up under scrutiny.

The C11 work permit is LMIA-exempt. No labour market test required.

But to qualify, the applicant must prove their work creates significant benefit to Canadians — and that standard is higher than most files account for.

Here is what IRCC actually looks for:
- Job creation for Canadian citizens and PRs
- Capital investment tied to operational projections
- Credible financial modelling with market data
- Clear evidence of the applicant's owner-operator role

The business plan is what wins or loses the C11 file. Not the immigration forms.

There is no single "Canada entrepreneur visa." In 2026, three distinct pathways are actively processing business immigration applications — the C11 Significant Benefit Work Permit, PNP entrepreneur streams, and the ICT Intra-Company Transfer — each with its own eligibility thresholds, investment minimums, and documentation standards.

GenesisLink's 2026 guide breaks down all three: what each pathway requires, how files are assessed, and which route best fits each client profile.

Ontario's OINP Entrepreneur stream was formally discontinued May 30, 2026 — and no replacement stream timeline has been confirmed.

If you have active Ontario entrepreneur files or clients positioned for the stream, the regulatory reset changes the file strategy. Applications submitted before May 30 are protected, but anything not yet in the system needs a fresh look.

Here's what changed, what it means for your files, and where advisors should be directing clients now:
