IRCC, in their recent operational manuals, has clarified who can study a short term course of six months without requiring to obtain a study permit.

If a foreign national enters Canada on a work permit or visitor record, they may study in a short-term course or program of 6 months or less during their authorized stay upon entry without a study permit.

However, if they apply to extend their stay from inside Canada, they must obtain a study permit to attend any course even if it is less than 6 months.

However the important exception is that if the person leaves Canada and re-enters, this creates a new authorized stay, and they may take short-term courses of 6 months or less without a study permit during that new entry.
