The COVID-19 pandemic has had important impacts on international education. Travel and health restrictions that have been put in place have prompted many designated learning institutions to begin offering their courses online, and to consider how they will approach the beginning of classes in September 2020.

As a result, your students may want to know what impacts this might have on their eligibility for the Post-Graduation Work Permit Program (PGWPP).

Under the standard processing guidelines for the PGWPP, an international student graduating from an eligible designated learning institution may be eligible for a work permit if the graduate has:

completed a program of study (minimum 8-month duration) in Canada
completed at least 50% of their studies in Canada, and
completed at least 50% of their studies in-class

Additionally, any time spent studying towards a Canadian credential outside of Canada is deducted from the assessment of the length of the work permit.

Immigration, Refugees and Citizenship Canada has sought to provide clarity on the impacts of distance learning for students’ eligibility for the PGWPP through 2 separate temporary policy changes.

For students who were already studying in Canada, their eligibility will not be impacted by institutional closures or a move to distance education.
For study permit holders and those approved for a study permit who were to begin studies in May and June 2020, these students will maintain their eligibility for a post-graduation work permit provided they are able to complete at least 50% of their program of study in Canada.

Today, we are announcing further temporary policy changes:

Eligibility for the PGWPP will not be affected for students who begin their studies in fall 2020, and whose in-class courses are moved to an online-only format as a result of COVID-19.
International students in this situation may begin their classes while outside Canada, and may complete up to 50% of their program while outside Canada if they cannot travel to Canada sooner.
These students will not have time deducted from the length of their work permit for any period of study completed outside of Canada up to December 31, 2020.

La pandémie de COVID-19 a eu d’importantes incidences sur l’éducation internationale. Les restrictions de voyage et les mesures relatives à la santé publique qui ont été mises en place ont incité de nombreux établissements d’enseignement désignés à commencer à offrir leurs cours en ligne et à préparer leur prestation de services pour la rentrée en septembre 2020.

Par conséquent, vos étudiants peuvent vouloir comprendre les incidences d’une prestation de services en ligne sur leur admissibilité au Programme de permis de travail postdiplôme (PPTPD).

En vertu des directives de traitement qui sont en vigueur pour le PPTPD, l’étudiant étranger diplômé d’un établissement d’enseignement désigné admissible peut être admissible à un permis de travail si ce diplômé :

a terminé un programme d’études (durée minimale de 8 mois) au Canada;
a terminé au moins 50 % de ses études au Canada;
a terminé au moins 50 % de ses études en classe.

Immigration, Réfugiés et Citoyenneté Canada a cherché à clarifier les incidences de l’enseignement à distance sur l’admissibilité des étudiants au PPTPD par le biais de 2 changements de politique temporaires distincts :

Pour les étudiants qui étudiaient déjà au Canada, leur admissibilité au PPTPD ne sera pas affectée par des fermetures d’établissement d’enseignement ou la décision d’offrir les cours à distance.
Pour les titulaires de permis d’études et ceux approuvés pour un permis d’études qui devaient commencer leurs études en mai et juin 2020, ces étudiants ne seront pas pénalisés en ce qui concerne leur admissibilité au permis de travail postdiplôme, pourvu qu’ils soient en mesure de terminer au moins 50 % de leur programme d’études au Canada.

Aujourd’hui, nous annonçons de nouveaux changements de politique temporaires :

Les étudiants commençant leurs études à l’automne 2020 dont les cours en classe seront offerts à distance à cause de restrictions posées par la pandémie de COVID-19, ne seront pas pénalisés en ce qui concerne leur admissibilité au PPTPD.
Les étudiants étrangers dans cette situation peuvent commencer leurs cours à l’extérieur du Canada et peuvent terminer jusqu’à 50 % de leur programme à l’extérieur du Canada s’ils ne peuvent pas voyager plus tôt au Canada.
Ces étudiants ne se verront pas déduire de la durée de leur permis de travail toute période d’études effectuée à l’extérieur du Canada jusqu’au 31 décembre 2020.

Nous vous encourageons à communiquer ces changements de politique temporaires à vos étudiants étrangers et aux autres parties intéressées de votre établissement d’enseignement pour vous assurer qu’ils sont conscients des avantages que les étudiants étrangers puissent être admissibles à recevoir à la fin de leur programme d’études.

The Government of Canada is providing an update on travel restrictions put in place to stem the spread of COVID-19.

The Province of New Brunswick has made the decision to suspend all non-essential international travel by its staff and representatives in order to avoid exposing any individual, community or nation to an undue or additional risk of infection or transmission of this virus.

The Province is advising anyone intending to embark on an exploratory visit to the province to not embark on an exploratory visit at this time.

Please note that due to the unpredictability of the situation, it is quite possible that some people or organizations will no longer be able to accommodate you during your visit, and that the objectives of the visit may not be achievable at this time.

Compass Immigration will not be scheduling any exploratory visits to our entrepreneur clients until further notice.
