It was an honor to address such a distinguished and engaged audience on how post-conflict stabilization can be fostered by prioritizing the revival of economic activity and addressing individuals’ fear, need, and indignity. I also emphasized how empowering first-responder local actors with resources and decision-making authority enhances effectiveness and builds community trust. My deepest gratitude goes to the School of Economics, Administration, and Public Policy at the Doha Institute of Graduate Studies, along with the entire organizing team, for their thoughtful efforts in making this event a reality.

. وُلدت arcenciel وسط فوضى الحرب اللبنانية عام 1985، وانطلقت بحلم بسيط لكنه قوي: مساعدة الأشخاص ذوي الإعاقة على الانتقال من ان يكونوا عبئا الى الاعتماد على النفس. ومن ذلك البداية المتواضعة، أصبحت منارة أمل، واحدة من أكثر المنظمات غير الحكومية ثقة وتأثيرًا في لبنان، حيث تخدم الناس في مجالات الصحة والخدمات الاجتماعية والبيئة والزراعة والشباب.

ما يميزarcenciel ليس فقط ما تقوم به، بل لماذا وكيف تقوم به. فهي تسترشد بإيمان راسخ بكرامة الإنسان، وتتعامل مع كل شخص باحترام بغض النظر عن وضعه الاجتماعي أو المالي. وعلى مدى كل هذه السنوات، بقيت مستقلة، بعيدة عن السياسة والدين وأي ارتباطات أخرى، لتثبت أن العمل العام بنزاهة يمكنه تحريك الجبال.

Née au cœur du chaos de la guerre du Liban en 1985, arcenciel a commencé avec un rêve simple mais puissant : aider les personnes handicapées à passer de la dépendance à l’autonomie. De ce modeste début, elle est devenue une véritable référence — l’une des ONG les plus fiables et influentes du Liban, agissant dans les domaines de la santé, des services sociaux, de l’environnement, de l’agriculture et de la jeunesse.

Ce qui rend arcenciel vraiment unique, ce n’est pas seulement ce qu’elle fait, mais pourquoi et comment elle le fait. Guidée par une conviction inébranlable en la dignité humaine, elle traite chaque personne avec respect, quel que soit son statut social ou financier. تشرفت اليوم بالمشاركة في الاجتماع الفني الثاني للبرنامج المشترك للأمم المتحدة لتعزيز دعم المهاجرين واللاجئين في مصر الممول من الاتحاد الأوروبي.
البرنامج المشترك جزء من المنصة المشتركة للمهاجرين واللاجئين والتي تراسها وزارة الخارجية المصرية ومكتب المنسق العامة للأمم المتحدة في مصر، يقوم بتنفيذه ٤ وكالات أممية (مفوضية اللاجئين ومنظمة الهجرة واليونيسف ومنظمة الصحة العالمية) ويركز على دعم المهاجرين واللاجئين والمجتمعات المضيفة.
ضم اجتماع اليوم الشركاء الأربعة والوزارات المعنية بالإضافة إلى وزارة الخارجية ومكتب منسقة الأمم المتحدة حيث ناقشنا النتائج التي تم تحقيقها في الأشهر السبعة الاولى من البرنامج والتحديات وسبل حلها.
يعكس هذا البرنامج التزام المنظمات الدولية في دعم جهود الحكومة المصرية الايلة لتوفير أكبر مروحة ممكنة من الخدمات للاجئين والمهاجرين كما ويعكس التزام جمهورية مصر العربية بضمان الوصول إلى الخدمات الأساسية للجميع، وتعزيز التماسك الاجتماعي بين المهاجرين واللاجئين والمجتمعات المضيفة.
was honored today to participate in the second technical meeting of the joint United Nations program, funded by the European Union, to enhance support for migrants and refugees in Egypt.
The joint program is part of the Joint Platform for Migrants and Refugees, which is co-chaired by the Egyptian Ministry of Foreign Affairs and the office of the UN Resident Coordinator in Egypt. The program is implemented by four UN agencies (UNHCR, IOM, UNICEF, and WHO) and focuses on supporting migrants, refugees, and host communities.
Today's meeting included the four partners and the relevant ministries, in addition to the Ministry of Foreign Affairs and the UN Resident Coordinator's office. We discussed the results achieved in the first seven months of the program, the challenges faced, and how to solve them.
This program reflects the commitment of international organizations to support the efforts of the Egyptian government in providing the widest possible range of services to refugees and migrants. It also reflects the commitment of the Arab Republic of Egypt to ensuring access to basic services for all and promoting social cohesion between migrants, refugees, and host communities.

Today marks five years since Beirut was shattered by one of the most powerful non-nuclear explosions in modern history. Two thoughts come to my mind:
1- More than 200 lives were lost, and around 7,000 people were injured. Yet, there has been no progress in uncovering the truth or holding those responsible accountable. Impunity must never be normalized. It is deeply disheartening to witness a public narrative that treats the blast as if it were caused by a ghost—an event with no origin, no culprits, and no consequences.
2- Amid the devastation, one of Lebanon’s most efficient and transparent NGOs, , rose to the occasion, providing unwavering support to the victims and their families, sending a powerful message about the strength of Lebanese civil society, even in the face of unjust demonization campaigns. Arcenciel deserves everyone’s support.

في الذكرى الخامسة على انفجار مرفأ بيروت، والذي يُعدّ من أقوى الانفجارات غير النووية في التاريخ الحديث، فكرتان تخطران في بالي:
1- تسبب الانفجار باستشهاد أكثر من 200 شخص، وجرح حوالي 7000 آخرين، ومع ذلك لم يتحقق أي تقدم في كشف الحقيقة أو محاسبة المسؤولين. من المعيب أن يُصبح الإفلات من العقاب أمرًا طبيعيًا، ومن المحبط رؤية سردية عامة تتعامل مع الانفجار وكأنه حدث غامض بلا أصل، بلا مسؤولين، وبلا نتائج.
2- وسط الدمار الذي خلفه الانفجار، برزت واحدة من أكثر المنظمات غير الحكومية كفاءة وشفافية في لبنان، وهي arcenciel، لتقدّم دعمًا للضحايا وعائلاتهم، في رسالة مدوية عن قوة المجتمع المدني اللبناني، حتى في وجه حملات التشويه الظالمة. تستحق arcenciel دعم الجميع.

These are probably two of many parties held to honor the good work of two brilliant Lebanese diplomats, now rightfully promoted to the rank of ambassadors (one to Seoul and one to Ottawa). For several years, I had the great pleasure of witnessing the unusual "hyper" diplomatic activities of both Wael Hachem and Bachir Tawk in Washington, DC, at the darkest times of Lebanon's history. Both of them excelled in representing a nation in tatters, with limited or no resources, revealing the creativity of these two outstanding diplomats and their dedication to Lebanon against all odds. May God bless them for the many services rendered to Lebanon, and may He be their companion in their new assignments.
