Brazil: the WTO Ministerial Conference should meet every year

Brazil has proposed to have more frequent meetings of the WTO Ministerial Conference, the highest decision-making body of the WTO. The draft decision, proposed by Brazil on 25 May 2022, states that after the 12th Ministerial Conference, which will take place on 12-25 June 2022 in Geneva, “the Ministerial Conference shall meet once every year” with the next meeting in 2023.

Members of European Parliament support an ambitious CBAM

As expected by many observers, an ambitious approach in the design and implementation of the EU carbon border adjustment mechanism (CBAM) was agreed by the Committee on Environment, Public Health and Food Security of the European Parliament on 17 of May 2022.

Based on the text of the draft regulation on CBAM and the rapporteur’s comments, CBAM is designed to: (i) “incentivise” third countries to accept the EU’s approach, standards and goals, and adapt to the EU’s requirements; (ii) prevent the risk of so-called “carbon leakage”; and (iii) prevent “distortive unfair competition” among products originating in the EU and third countries.

From 1995 to 2020, the USA (46%), the EU (14%) and Canada (12%) initiated the largest numbers of countervailing duty investigations. They account for about 85% of applied countervailing duties in recent years. Since 2017, however, China and, especially, Brazil, India, and Turkey, have become more active in initiating antidumping and countervailing investigations.
