He is an accomplished, widely experienced Senior Leader with a proven track record of successfully leading and delivering long-term strategic plans, strategies and operational frameworks that ensure enhanced service delivery, performance, and long-term client satisfaction. An expert with broad and deep experience in project governance, Joseph has provided effective preparation and execution of multiple major projects. He has a reputation for building high-performing teams that excel both functionally and cross-functionally in fast-paced and demanding environments. In the public sector, Joseph served as an Advisor to the Prime Minister of Canada, has served in various roles at the Senate of Canada, the House of Commons, Transport Canada, the Treasury Board of Canada Secretariat, and the Privy Council Office. One: budget fuel at the agency's number, not the hopeful one — the U.S. Energy Information Administration expects diesel above $6 a gallon through October, so put fuel escalation language in any contract that runs past it. Two: count your own days of cover for fuel, key inputs and cash, and ask who else is drawing on the same supplier. The system you depend on carries less cover than it did a year ago.

Survive by any means necessary. That was the culture — and it was taught.

Daniel Veniez, who chaired Ridley Terminals (a Crown corporation owned by the Government of Canada), on how the place learned to lose: a handful of customers with free access, bills unpaid, deep discounts, and management that believed it was all necessary to keep what jobs there were. Government subsidies kept it going. The goal became keeping Ottawa at bay and keeping Prince Rupert employed — not running a business.
