Statistics Canada study highlights certification gaps for childhood immigrant apprentices

A new study by Statistics Canada reveals persistent trade certification gaps between childhood immigrant apprentices and their Canadian-born peers.

The analysis tracked eight registration cohorts from 2008 to 2015 to observe completion outcomes. Across all monitored cohorts, childhood immigrants represented approximately 4% to 5% of newly registered apprentices.

The research shows that childhood immigrants are consistently less likely to obtain their certifications than Canadian-born apprentices.

These disparities remain noticeable even after accounting for various sociodemographic factors, income levels, and program characteristics.

Additionally, the study found that age at arrival and parental admission categories significantly influence individual success rates within these Canadian training programs.

More CEC candidates received invitations in the new Express Entry draw

On May 27, 2026, Immigration, Refugees and Citizenship Canada (IRCC) held a new Express Entry draw for the Canadian Experience Class (CEC) candidates.

IRCC issued 3,000 Invitations to Apply (ITA) in this draw. In round #417, the cut-off score was 518 points, four points more than it was in the previous CEC-targeted draw, and the highest for the category in 2026.

The tie-breaking rule for this round was April 30, 2026, at 03:16:01 UTC. As of May 24, 2026, 238,847 profiles were registered in the Express Entry pool.

So far in 2026, the Government of Canada has issued 75,341 invitations under 29 Express Entry draws.

Insolvent British Columbia forestry company fined and barred from hiring temporary foreign workers

A British Columbia forestry enterprise currently facing insolvency proceedings has been penalized $429,000 and banned from employing migrant workers for two years following a federal investigation. Inspectors determined that Vancouver-based San Industries Ltd.

breached five sections of the Immigration and Refugee Protection Regulations. The violations included failing to provide advertised wages and working conditions,

failing to match positions with approved labour market assessments, and violating regional recruitment laws. This financial sanction stands as the second-largest immigration-related penalty ever recorded in the province.

The enforcement actions follow previous municipal investigations into worker accommodations, while the company concurrently manages extensive restructuring debts and multi-million-dollar insurance litigation stemming from a contested mill fire.

Parliamentary Budget Officer report highlights rising costs of health coverage for unsuccessful asylum seekers

A new report from the Parliamentary Budget Officer reveals that Canada spent $822 million on the Interim Federal Health Program during the 2024-2025 fiscal year.

The study indicates that nearly 74,000 individuals with rejected refugee claims remain in the national removal inventory while continuing to access federal health benefits.

According to the data, almost half of the claimants who received negative decisions stayed in the immigration system for over three years due to extensive appeal backlogs.

The report notes that individual coverage durations now average four years, driving significant cost increases for supplemental services like dental care, counselling, and home visits.

Opposition members have called for immediate structural reforms to restrict benefits to emergency care and expedite the deportation process.

Alberta introduces new edit and refund functions for Worker Expression of Interest profiles

The Alberta Advantage Immigration Program (AAIP) has launched a new portal feature that allows candidates to modify their active Worker Expression of Interest submissions.

This update enables individuals to adjust their profile details without altering or extending the original one-year validity period of their submission.

Additionally, candidates can now proactively decline stream invitations and return directly to the selection pool within the standard fifteen-day window.

The province also introduced a temporary refund policy for applicants who paid the processing fee between April 7 and May 26, 2026, and previously had to cancel their entire profile to make necessary corrections.

However, refunds will not be granted to individuals who withdrew their forms during an active invitation round or did so exclusively to update an Express Entry profile.

Canada introduces temporary border measures due to the Ebola outbreak

The Government of Canada has announced temporary border measures in response to the Ebola outbreak in the Democratic Republic of Congo and growing regional concerns involving Uganda and South Sudan.

Beginning May 27, 2026, Canada plans to temporarily suspend the issuance of certain immigration documents to residents of affected countries for 90 days.

Starting May 30, some travellers who have recently been in high-risk regions will also be required to complete a 21-day self-isolation period after arriving in Canada.

Canadian authorities stated that the measures are preventive and intended to reduce the risk of Ebola entering the country. Officials also confirmed that there are currently no reported Ebola cases in Canada.

The World Health Organization previously classified the outbreak as a public health emergency of international concern.

Immigration lawyers prepare constitutional challenges against Canada’s new one-year asylum bar

Canadian immigration lawyers and refugee advocacy groups are preparing constitutional court challenges against newly enacted border security rules introduced under Bill C-12.

The new legislation allows the Federal Government to bar individuals from having their refugee claims heard if they have been in Canada for more than one year on temporary status before making a claim.

Critics argue that the measure undermines established refugee protection principles and may violate Charter-protected rights.

Under the new system, affected individuals could instead be redirected to a more limited risk assessment process with fewer procedural safeguards and no independent oral hearing.

Legal experts and advocacy organizations warn that the policy may significantly increase the risk of wrongful removals and reduce access to Canada’s refugee determination system for vulnerable applicants.

Conservatives demand the immigration minister face parliamentary questioning over departmental performance

Conservative Shadow Minister Michelle Rempel Garner has called on Prime Minister Mark Carney to ensure Immigration Minister Lena Diab attends an upcoming parliamentary review.

The official opposition selected the immigration minister for the upcoming Committee of the Whole session scheduled for Thursday night.

This standard legislative procedure allows members of parliament to directly question ministers for four hours regarding departmental spending and policies.

The opposition states that Diab has not yet confirmed her full attendance for the review.

Conservative critics argue that the minister must be held accountable for several recent issues, including border enforcement backlogs, visa contractor security risks, and internal department misconduct.

Canada updates visa requirements for eligible travellers from Indonesia and Malaysia

The Canadian Government is making travel easier for eligible citizens from Indonesia and Malaysia. Starting May 26, 2026, select travellers from these countries can apply for an electronic travel authorization instead of a traditional visa.

This rule applies to individuals who held a Canadian visa in the last 10 years or currently hold a valid United States visa.

Eligible travellers must enter or transit through Canada by air to use this streamlined process.

Immigration Minister Lena Metlege Diab stated that this policy change will deepen trade relations and strategic partnerships across the Indo-Pacific region.
