Canada may soon require some work permit applicants to pass official English or French language tests under proposed changes to the International Mobility Program (IMP). The new rules, expected to roll out in 2026, could mainly affect certain open work permit categories, including some spousal open work permits. Immigration officials say the goal is to improve workforce integration, communication, and long-term economic outcomes for temporary foreign workers. While the proposal is still under consultation, applicants may eventually need approved test results such as IELTS, CELPIP, TEF Canada, or TCF Canada to qualify.
