On May 12, Canada’s immigration department published updated processing times for various permanent residence and citizenship application types.

Express Entry and Provincial Nominee Program (PNP) applications each saw one-month jumps in processing time. The Atlantic Immigration Program (AIP) dropped by two months, along with the Parents and Grandparents Program (PGP) seeing a one-month dip.

NOTE: Processing times estimate how long it may take to receive a decision on an application. For online applications, the timeline starts once the application is submitted. For paper applications, it starts when IRCC receives the application.

Canada has officially released its 2026 international student cap allocations, with IRCC planning to issue up to 408,000 study permits including 155,000 to newly arriving international students, as outlined in the 2026–2028 Immigration Levels Plan, and 253,000 extensions for current and returning students. This number is 7% lower than the 2025 issuance target of 437,000 as the country continues efforts to reduce temporary resident levels.

As of January 1, 2026, up to 180,000 of the total permits will go to students who require a Provincial or Territorial Attestation Letter (PAL/TAL), with Ontario receiving the largest allocation, followed by Quebec, British Columbia, and Alberta.

The update also confirms continued exemptions for certain groups, including master’s and PhD students at public institutions, Primary and secondary school (kindergarten to grade 12) and some in-Canada extensions. Provinces and territories will now distribute their allocated spaces across designated learning institutions.

NOTE: IRCC will continue to work with the provinces and territories to ensure that the International Student Program supports Canada’s economic and social priorities.

Between April 15–27, the Alberta Advantage Immigration Program (AAIP) issued 185+ invitations to candidates in key sectors: Healthcare, Law enforcement, Tourism & hospitality

The province has issued no fewer than 5,218 invitations to AAIP candidates, with the majority (3,025) extended through the Alberta Opportunity Stream.

NOTE: For 2026, Alberta is prioritizing rural immigration and workers in the following sectors:

* Construction;
* Manufacturing;
* Aviation; and
* Agriculture.

The province held its fourth draw of the year on May 1, 2026, issuing 190 invitations to immigration candidates. The majority were selected through the Provincial Nominee Program (NLPNP) (157 invitations), while 33 candidates were invited via the Atlantic Immigration Program (AIP)—highlighting a strong focus on skilled workers.

While this round saw the lowest number of invitations so far this year, the broader trend tells a different story. Compared to 2025, the province has significantly increased the frequency of draws, signaling a more proactive approach to attracting talent.

NOTE: Newfoundland and Labrador is becoming a more consistent and strategic pathway to Canadian permanent residence, particularly for candidates with job offers through its Expression of Interest system.

Immigration, Refugees and Citizenship Canada (IRCC) confirmed that the initiative will fast-track workers who already applied for permanent residence (PR) through one of several specific programs.

Workers who applied through the following streams are being selected for accelerated PR processing though the government’s one-time initiative:
* Provincial Nominee Program (PNP) — where a province said “we want this person”
* Atlantic Immigration Program (AIP) — for workers/graduates settling in the four Atlantic provinces
* Rural Community Immigration Pilot (RCIP) — workers going to smaller, rural communities that need labour
* Francophone Community Immigration Pilot (FCIP) — for French-speaking immigrants who want to settle in Francophone minority communities outside Quebec
* Caregiver pilots — nannies and home support workers
* Agri-Food — Pilot farm and food industry workers (though this one already closed to new applicants)

The government has specified that it is using this pathway to grant PR to applicants “across a range of in-demand sectors in rural areas and communities with labour gaps. Also, these are all people already in Canada, already working, already chosen by a region or sector that genuinely needs them.

NOTE: Applicants from some of these programs can benefit from Bridging Open Work Permits as they wait for their applications to be processed.

Lastly, It’s not a new pathway. Nobody new is getting in through this. It’s just a processing priority — existing applications, faster decisions.

Canada has doubled the validity of work authorization support letters (WP-EXT letters) for foreign workers on maintained status increasing them from about 180 days to 365 days.

This change is meant to help workers who are waiting for a decision on their work permit extension. While on maintained status, they can keep working under their old permit conditions, and these letters serve as proof of that status to employers or authorities.

However, the letters themselves do not grant work authorization they only confirm that the worker already has the right to continue working while their application is being processed.

The update also adds clearer rules for people who submit multiple work permit applications, explaining when they can still benefit from maintained status.

One exception: Post-Graduation Work Permit (PGWP) applicants are not affected, their letters remain valid for 180 days.
