Canada says it needs more skilled workers.
But according to a new report from the Institute for Canadian Citizenship (ICC), many of the skilled workers Canada already has are unable to work in the professions they trained for.
Speaking at a news conference in Ottawa, ICC CEO Daniel Bernhard said Canada continues to attract highly qualified newcomers, including doctors, nurses, and other professionals, but often makes it difficult for them to have their credentials recognized and fully contribute in their fields.
The report estimates that approximately 640,000 immigrants in Canada are currently overqualified for the jobs they hold.
Perhaps the most striking finding is this: if immigrant overqualification rates were reduced to the Canadian average, Canada could potentially gain an estimated 27,000 nurses and 16,000 doctors, without increasing immigration levels.
Bernhard argues that better recognition of foreign qualifications could help address labour shortages, particularly in healthcare, where many communities continue to struggle with access to care.
