[Federal Skilled Worker Program] CIC reports that the annual 500 cap for NOC 3152: Registered Nurses and NOC 1122: Professional Occupations in Business Services to Management has been reached. No more applications will be accepted for these occupation unless the principal applicant has "an offer of arranged employment".

[전문인력이민] 연방전문인력이민의 29개 직종군 중 '정식 간호사'와 '비지니스 매니징' 포지션이, 2011년 11월 10일자로 연간 수용인원인 500명이 모두 마감되었다고 이민국은 발표. 간호사 친구들과 비지니스 경영 또는 컨설팅 직종군들은 내년 7월 1일부터 다시금 신청이 가능. 단, 직종군이 바뀌지 않는다는 가정하에. 자세한 사항은 아래 이민국 페이지를 참조.

Temporary pause of 'parent sponsorship' and introduce "Super Visa" for an alternative. - click the link blow for the details.

부모초청이민의 잠정 중단과 슈퍼 비자의 도입.

현재 165,000명의 부모 초청 신청자가 대기 중임. 매년 캐나다 이민국은 거의 38,000건의 부모 초청을 받고 있음. 지금 현재로선 부모 초청의 수속 기간이 7년을 넘어서리라고 예상. 특단의 조치가 없는 한 수속 기간은 계속해서 늘어날 것이며, 이는 도저히 허용할 수 없는 단계라고 발표함. 그로 인해, 부모 초청 신청의 적체를 없애고 수속 기간을 줄이기 위한 조치를 마련. 이름하야, "Phase I of the Action Plan for Faster Family Reunification"을 발표. 그 내용은

-첫 번째: 캐나다 이민국은, 부모 초청 년간 수용인원을 60% 더 늘리기로 결정. 그로 인해, 2012년에는 총 25,000명의 부모들이 영주권을 받게 될 것임. 이를 통해, 순차적으로 승인 인원을 늘려 밀려있는 케이스들을 신속히 처리해나갈 예정.
-두 번째: “Parent and Grandparent Super Visa"를 발표. 이 비자의 유효 기간은 10년이 될 것이며 신청자는 캐나다에서 매번, 비자 연장의 필요없이 총 2년동안 머무를 수 있게 됨. 또한, 2년 뒤라도 연장이 가능함. 이 슈퍼 비자는 금번 12월 1일부터 효력이 발휘되며, 평균 수속 기간은 8주가 될 것으로 예상. 영주권을 받기 위해 8년을 기다리는 대신 8주 안에 캐나다에 들어올 수 있는 대안책이 될 것임.
-세 번째: 캐나다 이민국은, 부모 초청 프로그램의 redesign을 위해 자국민들에게 의견을 물을 것임. 새롭게 변경될 초청 프로그램은을 더 이상의 적체를 방지하고 국가 재정상의 부담도 줄일 수 있는 방안으로 짜여 질 것임.
-네 번째: 더 이상 감당하지 못하는 부모 초청 케이스에 대해, 일단 밀린 165,000의 신청자 수를 신속히 줄이는 걸 최선의 목표로 삼고 최장 2년 동안 한시적으로 부모 초청 신청을 받지 않기로 함. 이는 금번 11월 5일 부터 효력을 발휘함.

이 시행을 시작으로 앞으로 2년에 걸친 국민과 정부의 논의를 통해, Phase II of the Action Plan for Faster Family Reunification을 발표할 예정.

고로, 이미 부모 초청을 신청해놨거나 신청하려던 사람들은 이 새로운 '슈퍼비자'를 신청함으로써 조금 더 빨리 부모님을 곁에서 모실 수 있게 됨. 하지만, 역시 슈퍼비자의 본질은 'visitor'로 예상이 됨으로, 부모님이 학교를 다니거나 일 또는 사업을 할 수 없다는 점이 여전히 단점으로 남게됨. 이민국 페이지는 아래 링크를 참조.

Introduce 'new class' for the Federal Skilled Worker Program - PhD students

If you are a student or graduate on a PhD program in Canada, now you can think about the FSW program for immigration to Canada. Unlike in the past, you will be qualified for the FSW after the graduation without the job offer in Canada. See the details below.

전문인력 이민의 새로운 자격 조건의 발표 - 박사학위 졸업생

박사 학위 졸업생을 전문인력이민으로 신청자격을 주고, 년당 1,000명의 쿼터로 그 수를 제한. 조건의 적용은 금번 11월 5일부터 시작. 미니멈 2년 이상 과정의 박사학위 졸업생들은 전문인력이민 신청 자격을 갖추게 됨. 11월 5일전에 졸업한 학생들에 대해서도 졸업 시점이 1년 이내라면 소급적용대상으로 분류.
BC주와 ON주의 석사학위 졸업생들의 주정부이민 프로그램에 어우러지는 정책으로 판단. 하지만 석사학위 주정부이민 프로그램과 다르게 여전히 전문인력이민은 언어 시험을 위시한 다른 조건들의 합으로 '67점 패스마크'를 통과할 수 있느냐 없느냐의 문제가 있음. 자세한 사항은 아래의 이민국 페이지 참조.

BC PNP (Provincial Nominee Immigration Program) reintroduce the "Entry-Level and Semi-Skilled Pilot Project" which is closed on August 31, 2011.

BC 주정부 이민 중 '비숙련직 이민 프로그램'이 되살아났습니다. 2011년 8월 31일 잠정적으로 close한 뒤 리뷰를 거친 후 10월 18일, 다른 주정부 이민 카테고리와 마찬가지로 영구적으로 시행을 하도록 결정이 되었습니다.
