IRCC Update — PNP Work Permits Without AOR

Effective June 9, 2026, IRCC is temporarily allowing some in-Canada PNP applicants to use alternative proof of PR submission if their AOR has not been issued yet.

This may help with:

• PNP employer-specific work permits (T13)
• PNP bridging open work permits (A75)
• Eligible spousal open work permits for spouses of PNP PR applicants

Instead of an AOR, IRCC may accept portal submission confirmation + PR fee payment proof, or confirmation in IRCC systems that the PR application was received.

Important: this only applies to in-Canada work permit processing and does not guarantee PR approval or replace the R10 completeness check.

Canada will allow eligible citizens of Malaysia and Indonesia to apply for an eTA instead of a Temporary Resident Visa (TRV) for air travel starting May 26, 2026, at 5:30 a.m. ET.

Those who held a Canadian visa in the last 10 years or currently hold a valid U.S. non-immigrant visa can qualify.

Existing valid Canadian visas will remain usable until expiry.

Canada may introduce mandatory language testing for certain temporary foreign workers under the International Mobility Program (IMP).

At this stage, it is only a proposal — no change have been implemented yet.

IRCC has proposed regulatory amendments that would allow officials to require approved language test results for specific work permit applicants under selected IMP streams. According to the government, the objective is to support better workforce integration, improve the consistency of language assessments, and strengthen long-term pathways to permanent residency.

If adopted, the changes could affect both employers and foreign workers applying through LMIA-exempt work permit categories.
