The 1,000 Talent Plan/National Recruitment Program of Global Experts
This is a scheme set up by the Chinese government to encourage high-end foreign talent to relocate to China to work on long-term or short-term programs across the country, in management or research positions. It is a sub-set of a wider ’1,000 Talent Plan’ that also includes incentives for ethnically Chinese people (including Chinese nationals working abroad or outside the mainland) to work in the country

Expert Requirements:
The applicant must be non-Chinese foreigners, should get PHD from an overseas high-level university. The age should not exceed 65 years old and meet the following conditions.
1. In foreign famous universities, research institutes served as the equivalent of professors, researcher positions of experts and scholars
2. In the international well-known enterprises and financial institutions served as professional and technical personnel and management personnel of senior positions
3. someone who should have independent intellectual property rights and master the core technology, with foreign independent entrepreneurial experience, familiar with the relevant industrial areas and international rules of entrepreneurial talent
4. H**ei Province in urgent need of other high-level innovation and entrepreneurial talent. High-end foreign experts who need to be introduced to H**ei Province, may relax their restrictions on age, degree or work experience
二．100 talent plan for foreign expert affairs divided into Long-term projects and Short- term projects:
1. Long-term projects refer to foreign experts and teams after the introduction should continuous work in the province for more than 3 years, each year is not less than 6 months
2. Short-term projects refer to foreign experts and teams after the introduction should continuous work in the province for more than 2 years, each year is not less than 2 months
三．Treatment and support:
long-term project will give not more than 1 million RMB for the settlement fee of each person, short-term project will give not more than 500,000RMB settlement fee of each person, according to work requirements, by the employer give subsidy of research funding for engage in scientific research, especially in basic research foreign experts. Including long-term projects not more than 100 million RMB, short-term projects not more than 500,000 RMB
