Pakistan, Russia sign agreement for construction of North-South gas pipeline

ISLAMABAD (Web Desk / AFP) - Pakistan and Russia have signed an inter-governmental agreement for the construction of 1,100-kilometer (684-mile) gas pipeline, stretching from southern Pakistan’s Karachi to Lahore in the country’s northeast.

Minister for Petroleum and Natural Resources Shahid Khaqan Abbasi and Russian Energy Minister Alexander Novak signed the agreement in Islamabad today (Friday).

The $2 billion project, to be built by Russian state-owned industrial conglomerate Rostec, with a capacity of 12.4 bcm per annum will connect liquefied natural gas terminals from the port city of Karachi to Lahore, helping the country deal with crippling energy shortages.

Rostec, run by a close friend of Russian President Vladimir Putin, would finance, own and operate the pipeline for 25 years.

Rostec’s partner in the project will be Inter State Gas Systems (ISGS) controlled by Pakistan. The Pakistani side undertakes to grant the rights to use land plots necessary for the project implementation and carry out research route laying works.

The first phase of the project will be completed by December 2017.

Pakistan: OMV announces new gas discovery in the Latif block, Pakistan

New gas reserves discovered through Latif South-1 exploration well
The well tested 2,500 boe/d (15 mn scf/d; gross) of gas

OMV has announced the discovery of gas in the Latif South-1 exploration well in the Latif exploration licence. The presence of hydrocarbons was proven through wireline logging and testing operations. During testing, the well flowed 2,500 boe/d (15 mn scf/d; gross) of gas from Lower Goru Intra C Sands. This discovery has opened up new exploration opportunities in the area. Further appraisal work is needed to confirm the size of the discovery.

The Latif South-1 exploration well is located in the Latif exploration licence in the Sindh Province of Pakistan, around 25 km south of the Latif gas field. The new discovery’s proximity to the Latif field provides the opportunity of using the Latif facilities for transmitting the gas to nearby existing processing facilities. OMV (PAKISTAN) Exploration Gesellschaft m.b.H. holds a 33.4% share in the exploration licence; joint venture partners are Pakistan Petroleum Limited (33.3%) and Eni Pakistan (M) Limited (33.3%).

Shell CEO visits China to win support for $70B acquisition of BG Group

The biggest obstacle to Royal Dutch Shell’s $70 billion offer for BG Group probably lies in China.

Shell CEO Ben Van Beurden visits the country this week to convince officials that the combination of two large oil and gas producers poses little risk for the world’s biggest energy importer.

He’s not certain to succeed given the clout the enlarged company will have in the global market for liquefied natural gas (LNG), according to Gordon Kwan, Hong Kong-based head of regional oil and gas research at Nomura International.

“The thing that could potentially tumble out of the closet is BG and Shell’s LNG projects in Australia, which export to China,” Kwan said in a interview. “They might have to divest some stake.”

Negotiations will test Hague-based Shell’s storied relationship with China, which started with kerosene imports in 1894 and today includes a global alliance with PetroChina, the country’s biggest oil producer. Van Beurden will be aware that China’s antitrust authorities have challenged major natural resource deals on competition before.

Glencore sold its Las Bambas copper mine in Peru to China Minmetals Corp. for $7 billion as part of an agreement to win Chinese regulatory authorization for its $29 billion takeover of Xstrata in 2013.

BG and Shell both have export projects in Australia that will supply China will gas, and Shell will become the leading player in the global LNG industry after buying UK-based BG.
