In 2021, Citilinks and Madexpertise have elaborated a strategic urban diagnostic of Antananarivo, the capital city of Madagascar, for the African Development Bank (AfDB), as part of the program of the Urban & Municipal Development Fund (UMDF). The project has focused on sustainable urban development and infrastructure, resilience to climate change and municipal governance.
Furthermore, a strategic vision for a decentralized & polycentric, greener, safer and more inclusive city at the horizon 2040 has been translated into an action (investment) plan targeting priority projects.
The 'Grand Tana' urgently needs to define a decentralized peri-urban socioeconomic model that can respond to increasing demographic pressure, while tactical and multimodal infrastructure projects must emerge from such visioning exercise.
On the other hand, it is at the level of the smallest territorial unit, the 'fokontany', that incremental and inclusive projects made for and by local communities can contribute improved local governance and social inclusion.
