It's very clear that Chinese can innovate anywhere in the world. But that is very different from saying that China (the nation) can innovate. People innovate, not countries. No doubt Chinese companies "can" but are many of them incentivized to innovate? It seems to me that many of them are copycats because it makes them quick money with much less risk.
