Can Colombian bureaucracy block your visa over a minor technicality? ⚖️
In Sentencia T-149/26, Colombia's Constitutional Court drew a clear line for Cancillería:
✔ Discretion is not arbitrariness. A visa can't be rejected over a paperwork error you could easily fix.
✔ If your application lands in the wrong office or channel, Cancillería has to forward it internally. You don't start from zero.
✔ You can't be charged the study fee twice because of an internal block.
✔ When children, a spouse or a vulnerable applicant are involved, family unity has to be weighed.
What it doesn't do: it doesn't overturn denials based on substantive grounds, like not meeting the requirements of the visa category.
