On 7 May, the High-Level Steering Committee on Public Financial Management Reforms convened under the joint leadership of the Ministry of Economy and Finance and the 🇪🇺 EU Delegation to Cambodia.

Our Assist Development Consulting team was proud to take part, with our Team Leader, Sebastien Dubost, presenting the Report on Partnership Implementation.

The day wrapped up with the annual ⚽️ , bringing together teams from the Ministry and the EU Delegation for a much enjoyed match!

Impressive attendance of over 180 participants at our Gnel’s kickoff meeting launching the Public Financial Management Reform Programme impact assessment, supported by !

Gnel is embarking on a challenging mission to evaluate the effectiveness and outcomes of PFM reforms over the past 20 years. The assessment will examine the impact of the public finance system on public service delivery and provide recommendations to strengthen the Ministry of Economy and Finance’s (MEF) capacity for policy-making and strategic planning, supporting Cambodia’s vision to become a UMIC by 2030 and an HIC by 2050.

Team Europe – Government of Laos Annual Review Meeting 2025

We’re proud to have supported the organisation and smooth delivery of this year’s Team Europe – Government of Lao PDR Annual Review Meeting — a key moment of policy dialogue, strategic alignment, and partnership building.
The event brought together the Government of Lao PDR and Team Europe partners (EU, Belgium, Finland, France, Germany, Hungary, Ireland, Luxembourg, Switzerland) to review progress on the Team Europe Strategy, identify shared priorities, and shape the way forward — including discussions around the Global Gateway and the National Socio-Economic Development Plan (NSEDP).
A big shout-out to our amazing team on the ground — Sebastien, Vieng, Bee, and Say — and warm thanks to the EU Delegation to Laos for their trust and close collaboration!

✅The first day of our “Enhancing Planning: Comparative Peer Country Experience” was a success!
📢 Officials from Ministries of Finance of , , , and are invited to share lessons learnt, discuss key factors for effective planning, and present ongoing reforms.
The day featured insightful presentations by and , followed by a dynamic panel discussion with representatives from the Delegation, , , , and our team. Excited for more peer countries exchanges tomorrow as we further explore best practices in public investment planning.

On 8 October, our team conducted a workshop to present the latest developments in International Public Sector Accounting Standards (IPSAS) to the Ministry of Finance and Court of Accounts of Moldova.
This workshop was part of our ongoing effort to support the implementation of public sector accounting reform.

In our 4th consecutive, four-year framework contract with two Operational Assessments of systems and circuits are in progress, one being in !
Our esteemed colleagues, Yiannis Hadziyiannakis, Konstantinos Kiriakopoulos and Kennedy Musonda carry out this Assessment, with Gnel Sedrakyan providing remote technical support.
These are Operational Assessments of public financial management and other financial circuits of countries benefiting from EU Macro-Financial Assistance, which is a form of conditional policy lending. These framework contracts cover EU candidate and pre-candidate countries as well as the countries of the European Neighbourhood.

One more mission to conduct the operational assessment of the in Jordan is entrusted to us by the . Our competent team, Gnel Sedrakyan, Irina Grigoryan, Irina Ialaia, Spyros Valatas. As our mission in progresses, the team has had engaging meetings with the Central Bank of Jordan, Audit Bureau of Jordan, The Ministry of Planning and International Cooperation of Jordan and the Government Procurement Department. We are thankful to the Jordanian authorities for their fruitful cooperation, which is essential for the success of the Operational Assessment.

Following the Public Finance Management (PFM) Reform agenda of the Kingdom of Cambodia our team will support the Royal Government of Cambodia to making the Public Financial System deliver on its promise of a better life for Cambodian citizens. We will strive to build bridges among key PFM institutional and human factors and PFM actors in the framework of the EU's . Key team members leading this endeavour, our Sebastien Dubost focusing on PFM and Budget Support matters and Steen Bruun-Nielsen focusing on the Public Procurement System.

It is always most rewarding to see tangible results from accomplished Technical Assistance projects. Our senior Audit expert, Gurdip Bhambra, just completed a Capacity Building project in the Federated States of Micronesia aimed to improve, strengthen and build the capacity of the Pohnpei Office of the Public Auditor (POPA) staff in the field of auditing, including audit planning, audit field work, audit interviews, audit documentation and writing quality and timely audit reports. It was great to see that POPA’s payroll report hit the local press. It is an audit that we assisted them in drafting. A result!
Even more rewarding was the appreciation letter by POPA to Advisor Bhambra for all his support.
