Workboats Consulting is a small private owned maritime consultancy company focusing on managing risks, costs and investments of workboats users. The company has been in business since 2015 offering consultancy services to public and private organizations. These organizations

involve border guards, police, maritime administrations, search and rescue units, towing companies, maritime transport companies, pilotage companies and ports. Our multilingual team consists of experts from various fields with an average of 16 years working in the industry. For getting a better understanding of our team we would highlight the following key fields of expertise: port and shipping management, technical exploitation of ships, tug operations, specialized ship (pilot, patrol, SAR etc.) operations, ferry operations, fleet management, crew management, (public/private) procurements and tenders, shipbuilding and ship sales, safety and management system (ISM Code), business negotiations and financial management (focusing on maritime industry). From Gdańsk to Nasva – a 48-hour tow across the Baltic Sea. 🌊 🚢

At Workboats Consulting, we had the privilege of organizing the logistics and towage of a multipurpose workboat hull for Baltic Workboats . From securing clearances and tugboat coordination to overseeing the Marine Warranty Survey. Once Baltic Workboats will complete the outfitting, the vessel will join the Riigilaevastik | Estonian State Fleet as a multipurpose workboat. 🚢

The voyage wrapped up exactly as intended: a smooth handover in Estonia and a hull delivered safely to Baltic Workboats for final outfitting. 😎

Workboats Consulting appoints current COO Ernst Siniorg as CEO

As of October 13, Ernst Siniorg will take up the role of CEO at Workboats Consulting. He will continue driving the company’s development and day-to-day management, further strengthening Workboats Consulting’s position as a leading consultancy and project management partner in the maritime sector.

At the same time, current CEO Edgar Peganov will take up a new role as Director of the Maritime Division at the Transpordiamet /Estonian Transport Administration.

“Our mission remains unchanged: to provide professional guidance and project leadership that support both local and international partners. We will stay on course, focusing on the company’s growth while continuing our ongoing projects and partnerships,” said Workboats Consulting’s new CEO, Ernst Siniorg.

Warship design consultancy for the Estonian Centre for Defence Investments / Riigi Kaitseinvesteeringute Keskus

Workboats Consulting, in partnership with the RISE Research Institutes of Sweden, has successfully completed a comprehensive warship design consultancy for the Estonian Centre for Defence Investments. The work marks a critical milestone in Estonia’s ambitions to modernise its naval fleet and strengthen maritime defence capabilities in the Baltic region.

From system architecture and integration of weapons and sensors to multipurpose functionality, the proposed vessel concept lays the groundwork for Estonia’s next-generation naval capabilities.

When Accuracy Matters: Protect Your Interests at Sea ⚓ 🌊

When chartering a vessel, having a clear understanding of its true condition and fuel status is essential. We recently conducted both an on-hire survey and a bunker survey onboard to establish an independent, documented baseline of the vessel’s condition and fuel quantities before the charter period begins.

🔍On-Hire Survey
Our thorough on-hire survey involved a detailed inspection just before the vessel entered charter. We assessed structural integrity, cleanliness, and any existing damage in cargo holds, decks, and other critical areas. We also verified statutory certificates and cargo handling and securing equipment, confirming the vessel’s seaworthiness. This baseline report is key for comparison at off-hire, helping to prevent disputes and ensure fair responsibility for any damage.

⛽ Bunker Survey
Accurate measurement of fuel quantities is vital. Our bunker survey included measuring all fuel tanks, recording fuel temperatures, verifying reference tank heights against calibration tables, and applying list and trim corrections where needed. We compared these measurements with vessel records to establish the exact fuel and lubricant quantities onboard at handover.

From hull to fuel tanks, our surveys provide transparency, protect your interests, and help keep the charter process smooth and dispute-free.

Bird survey fieldwork has begun in the Latvian ELWIND offshore wind development area! 🌊 🦅

This marks a key milestone in the environmental baseline studies for ELWIND offshore — a joint Estonian–Latvian initiative to boost regional energy independence through sustainable offshore wind. 🌊

Our team will be mapping the distribution, abundance, and seasonal movements of birds in the Latvian development area. The data we collect will help assess the area’s role as a migratory corridor, feeding ground, or resting site — ensuring that future wind energy developments go hand-in-hand with bird conservation. 🦅

Honouring Estonia’s maritime legends – and one close to home 💙

This week, memorial benches were installed by the Port of Tallinn / Tallinna Sadam and Eesti Kaptenite Klubi (Estonian Captains’ Club), at the Admiralty Pool area in Tallinn Old City Harbour. The aim of the benches was to pay tribute seafarers whose dedication and work established the groundwork the future generations have built upon to shape Estonia's shipping as we know it today. ⚓

One of these benches holds special meaning for Workboats Consulting. It is dedicated to Ernst Siniorg’s grandfather, Captain Arno Kask – a man whose life was deeply intertwined with the sea and who's dedication and work laid solid ground for Estonian maritime future.

Arno achieved much during his lifetime:
✅ From 1950, he served as mate and captain on northern sea routes, in Murmansk Shipping Company and later in Estonian Shipping Company.
✅ Member of the Supreme Soviet of the Estonian SSR (10th and 11th terms), awarded the title of Merited Transport Worker (1974).
✅ Head of Estonian Shipping Company (1978–1987), leading it during its peak as one of the USSR’s largest maritime enterprises.
✅ Chairman of the Board of AS Pärnu Port (1993–1995),
✅ Board Member of AS Pärnu Port (1995-1998)
✅ Originator of the idea for Muuga Harbour, now one of Estonia’s largest ports.
✅ Co-author and editorial board member of Mereleksikon (Estonian maritime encyclopaedia).

Tarmo Kõuts, initiator of the idea and member of the Estonian Captains' Club: "These benches are a silent but eloquent tribute to the men who have tied their lives and professional skills to the sea and helped build the dignity of the Estonian maritime nation both at home and abroad. Each name here symbolises the experience, leadership and commitment on which our entire maritime culture rests."

A heartfelt thank you and deep respect to the Estonian Captains’ Club and Port of Tallinn for making this happen. 👏

Ernst attended the opening ceremony with his young son who is already well aware of his great-grandfather’s achievements. And who knows – perhaps one day sea will upon him as well. ⚓
