The Master’s programme e-Governance Innovation: Technology and Services gives students broad knowledge about the makings of a modern state – the transition into e-governance, its management and development. Studies include a wider overview of administrative and legal aspects of e-governance

- Focuses on designing, developing and improving governmental systems and implementing e-government components on every level of the state

- Specialization on IT technologies, innovation/services in public and private sector or adoption and marketing of e-government

On 23 September, a public lecture on artificial intelligence in the public sector took place at TalTech – Tallinn University of Technology Mektory.

The lecture, “Artificial Intelligence in the Public Sector: Use and Responsible Practices,” was delivered by Jaanus Riibe, Programme Director and Early Stage Researcher, as part of the collaboration between TalTech – Tallinn University of Technology and Eesti.ai algatus.

The session explored practical applications of AI in public-sector work, including information retrieval and organisation, text generation, and document analysis. It also addressed responsible AI practices, including how to formulate effective tasks, evaluate the quality of AI-generated outputs, and recognise the risks associated with AI use in public-sector environments.

Particular attention was given to human responsibility and oversight, highlighting the importance of maintaining appropriate human control when integrating AI into professional workflows.

Our research team had the pleasure of attending the TalTech PhD Kick-Off, an event marking the beginning of a new chapter for doctoral researchers at TalTech.

The afternoon brought together doctoral researchers, programme directors, university leadership, and the TalTech Doctoral Students’ Association for discussions on the PhD journey, research, academic development, and student life.

It was especially valuable to hear practical insights from programme directors and current PhD researchers, as well as to meet and connect with researchers from different fields across the university.

Events like this are a great reminder that a PhD is not only about conducting research, but also about building connections, exchanging ideas, learning from others, and becoming part of a wider research community.

We are looking forward to the research, collaboration, and new ideas that the coming years will bring, and wish all new doctoral researchers a successful and rewarding PhD journey.

We kicked off our PhD Colloquium with an important topic: research ethics.

The session started with a presentation by Dr. Aive Pevkur on Ethics in Research, followed by an open discussion on the ethical challenges researchers may face in the coming years. We also had the opportunity to hear about Florian Marcus’s research and exchange ideas with colleagues.


As AI continues to become part of research and scientific work, questions around responsible and ethical research are becoming increasingly relevant. From how we collect and use data to how AI is applied and how research results are communicated, these are questions we need to think about alongside the research itself.

A big thank you to Dr. Silvia Lips for organizing and moderating the session and to everyone who contributed to the discussion.


It was a great way to start our PhD Colloquium and a valuable reminder that good research is not only about what we can do, but also about how and why we do it.

🌍 UNESCO Chair Conference Presentation | Rome

We are pleased to share that Dr. David Ramiro Troitino, UNESCO Professor and holder of the UNESCO Chair on Digital Transformation for Inclusive and Sustainable Development at TalTech – Tallinn University of Technology, participated in the international conference “Multidisciplinary Perspectives on the Right Not to Use the Internet”, held at the Polish Academy of Sciences Scientific Center in Rome.

During the conference, David presented the paper:
“The EU and UNESCO in the Digital Age: Ethics, Education, Culture, and Global Digital Governance.”

The presentation explored how cooperation between the European Union and UNESCO can contribute to developing human-centred international standards for artificial intelligence and digital governance.

The discussion highlighted both the opportunities and challenges of digitalization. While digital technologies can create new opportunities in education, democratic participation, public services and international cooperation, digital transformation also needs to remain inclusive, ethical and respectful of human rights.

An important part of the discussion was the need to consider people who cannot or prefer not to use digital technologies, and to preserve meaningful offline alternatives as societies become increasingly digital.

The conference brought together perspectives on digital inclusion, public services, education, vulnerable groups and digital transformation, providing a valuable space for discussion and exchange on how digital societies can remain inclusive and accessible to everyone.

Congratulations to David Ramiro Troitiño on his contribution to this important international discussion.

Coordinators’ Day 2026 | Brussels

The DIGI-ENLARGE team is in Brussels for the European Commission’s Coordinators’ Day, bringing together European research projects for discussions, knowledge exchange and collaboration.

🔬 Dr. Riina Palu, Scientific Lead of DIGI-ENLARGE, is representing the scientific side of the project and contributing to discussions on our research work, priorities and the next steps ahead.
“Good research starts with good questions. The real challenge is turning those questions into results that matter.”

🎤 Viktoria Mazur, Project Coordinator, is presenting DIGI-ENLARGE and representing the consortium during the project pitching sessions.
“A strong project depends on people working well together, sharing their expertise and keeping the same goal in sight.”

Coordinators’ Day is also a chance to learn from other projects, share experiences from the early stages of implementation and discuss the practical challenges that come with managing ambitious European research collaborations.

For DIGI-ENLARGE, it is an important opportunity to strengthen our network, exchange ideas with other researchers and project teams, and continue building the foundation for the work ahead.

Looking forward to two days of productive discussions, new connections and collaboration in Brussels.

🤝 Meeting with Prof. Tendani Mawela at TalTech School of IT

We were pleased to welcome Prof. Tendani Mawela for a meeting with the Next Gen Digital State Research Group at the TalTech School of IT.

During the meeting, we introduced the School of IT and shared insights into the work and day-to-day activities of our Next Gen Digital State Research Group. We also exchanged perspectives on recent developments in ICT and digital government, explored opportunities for research collaboration, and discussed topics related to the development of academic programmes.

The meeting was a valuable opportunity to share experiences, identify common research interests, and explore possibilities for future cooperation.

Representing our research group were Prof. Ingrid Pappel, Jaanus Riibe, and Dr. Eric Jackson.
Thank you, Prof. Mawela, for the engaging discussion and exchange of ideas. We look forward to continuing the conversation and exploring opportunities for collaboration.

📚 Our E-Gov4YOUTH Open Online Course (MOOC) is now available for free, offering six tested and validated modules with practical tools for civic engagement and digital participation.

🤝 Partners have also been sharing project results through Transfer of Knowledge workshops, final dissemination activities, and collaboration with local authorities across Europe.

Yesterday, we hosted an engaging information session for prospective students interested in the E-Governance Technologies and Services Master’s programme.

The session was led by Dr. Eric Jackson, Programme Manager, who introduced the programme and explained how it prepares students to become future leaders and experts in digital transformation. Participants learned more about the programme structure, admission process, study format, interdisciplinary curriculum, and career opportunities.

The programme combines technology, public administration, law, service design, data, artificial intelligence, and cybersecurity. Through practical learning, real-life case studies, workshops, and connections with Estonia’s digital government ecosystem, students gain the knowledge and skills needed to design better digital services and contribute to the development of modern digital states.

Thank you to everyone who joined us and took part in the discussion. We hope to welcome many of you to TalTech – Tallinn University of Technology soon!

🎓 Digital Innovation Summer School 2026 - that's a wrap.

From 10–21 August, students from Japan and Singapore spent two weeks at TalTech – Tallinn University of Technology taking real digital governance challenges from analysis to pitch: scoping the problem, designing a solution, stress-testing it, and defending it in front of a panel.

Between the lectures came the parts people remember: the e-Estonia Showroom, the Estonian Parliament, an autonomous vehicle demo, and long mentored afternoons where the actual work happened.
