الكفاءة والوعي: التدريب ليس الهدف… تغيير السلوك هو الهدف


في ISO 14001:2026، لا يكفي أن تقول المنظمة: “قمنا بتدريب العاملين.”

السؤال الأهم: هل أصبح العاملون قادرين على أداء أعمالهم بطريقة تمنع أو تقلل التأثير البيئي؟

الكفاءة تعني القدرة على تطبيق المعرفة والمهارات لتحقيق النتائج المطلوبة. أما الوعي فيعني أن يفهم الشخص أثر عمله على النظام البيئي والتزاماته.

العامل الذي يتعامل مع مواد كيميائية يجب أن يعرف كيفية التخزين، المناولة، الاستجابة للتسرب، والتوثيق. المشتريات يجب أن تفهم المتطلبات البيئية للموردين. الصيانة يجب أن تعرف أثر التسربات واستهلاك الطاقة. الإدارة يجب أن تفهم نتائج الأداء البيئي ومخاطر الامتثال.

التدريب الحقيقي لا ينتهي عند توقيع كشف الحضور. بل يجب تقييم فعاليته: هل انخفضت الأخطاء؟ هل تحسن الفرز؟ هل قلت الانسكابات؟ هل أصبح العامل يبلغ عن المخاطر مبكرًا؟

نظام إدارة البيئة لا يعمل بالوثائق فقط. يعمل عندما يعرف الناس ماذا يفعلون، ولماذا يفعلونه، وما أثر عدم الالتزام.


In ISO 14001:2026, it is not enough for an organization to say: “We trained employees.”

The more important question is: Are people now competent to perform their work in a way that prevents or reduces environmental impact?

Competence means the ability to apply knowledge and skills to achieve intended results. Awareness means that people understand how their work affects the environmental management system and its obligations.

A worker handling chemicals should know storage, handling, spill response and documentation. Procurement should understand environmental supplier requirements. Maintenance should understand the impact of leaks and energy consumption. Management should understand environmental performance results and compliance risks.

Real training does not end with an attendance sheet. Its effectiveness should be evaluated: Did errors decrease? Did segregation improve? Did spills reduce? Do people report risks earlier?

An EMS does not work through documents only. It works when people know what to do, why they do it and what happens if requirements are not followed.

الأهداف البيئية: لا تكتب هدفًا لا تستطيع متابعته

واحد من أسباب ضعف أنظمة الإدارة البيئية أن الأهداف تُكتب بطريقة عامة جدًا.

“تقليل التأثير البيئي.” “تحسين الاستدامة.” “رفع الوعي البيئي.”

هذه عبارات جيدة، لكنها ليست أهدافًا قابلة للإدارة إذا لم تتحول إلى نتائج واضحة.

ISO 14001:2026 يطلب أن تكون الأهداف البيئية متسقة مع السياسة، قابلة للقياس إذا أمكن، مراقبة، مبلّغة، ومحدثة عند الحاجة.

الفرق كبير بين: “تقليل استهلاك الطاقة” وبين: “خفض استهلاك الكهرباء بنسبة 8% لكل وحدة إنتاج خلال 12 شهرًا.”

الهدف الثاني يسمح لك أن تسأل: ما الإجراء؟ من المسؤول؟ ما الموارد المطلوبة؟ متى ننتهي؟ كيف نقيس التقدم؟ ما المؤشر؟ ماذا نفعل إذا لم يتحقق الهدف؟
يتبع قاعدة SMART
الأهداف البيئية ليست للعرض أمام المدقق. هي أداة لتحويل السياسة البيئية إلى أداء قابل للمتابعة.

إذا لم يكن الهدف واضحًا، فلن يعرف الفريق ما المطلوب. وإذا لم يكن له مؤشر، فلن تعرف الإدارة هل تحسنت فعلًا أم لا.


One reason environmental management systems become weak is that objectives are written too generally.

“Reduce environmental impact.” “Improve sustainability.” “Increase environmental awareness.”

These are good intentions, but they are not manageable objectives unless they become clear outcomes.

ISO 14001:2026 expects environmental objectives to be consistent with the policy, measurable where practicable, monitored, communicated and updated as needed.

There is a big difference between: “Reduce energy consumption” and: “Reduce electricity consumption by 8% per production unit within 12 months.”

The second objective allows you to ask: What action is required? Who is responsible? What resources are needed? When will it be completed? How will progress be measured? What indicator will be used? What happens if the objective is not achieved?

Environmental objectives are not for presentation during an audit. They are tools for turning environmental policy into trackable performance.

If the objective is not clear, the team will not know what is expected. And if it has no indicator, management will not know whether real improvement has happened.
