NOTICE OF INVITATION TO BID
Splash is a non-profit organization that designs child-focused water, sanitation, hygiene (WASH), and menstrual health solutions with governments in some of the world’s largest low-resource cities. Splash improves WASH infrastructure in schools through the installation of water filtration systems, water storage, and child-friendly drinking and handwashing stations. We engage school leaders, parents, teachers, janitors, and student hygiene clubs to promote healthy WASH behaviors and strengthen school-based menstrual health services. We are focused on reaching 100% of government schools in two major cities: Addis Ababa, and Bahir Dar in Ethiopia, in 2020. Splash commenced the implementation of Project WISE (WASH in Schools for Everyone) in all government schools in Addis Ababa, Ethiopia. We are seeking a partner to implement water supply infrastructure components of our intervention, including the installation of water storage, installation of filtration systems, installation of pumps, installation handwashing and drinking water stations, pipeline installation, and construction of concrete drinking & handwashing stations in collaboration with school administrators.
1 Splash International invites all eligible contractors of category WWC5/GC-5 and above for the procurement of works of School Water Supply Facility Construction to be constructed within 38 government schools in Addis Ababa in Seven Lots.
2 Interested bidders shall submit the following evidence:
Certificate of Registration from the Ministry of Construction/ Ministry of Water and Energy with the relevant renewed license for adobe2015 EFY and other appropriate documentary evidence demonstrating the bidder’s compliance, which shall include:
Business License renewed for 2015 EFY; -
Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at the bid submission date;
VAT Registration Certificate; TIN No Certificate and all necessary legal documents
3 Bidding will be conducted in accordance with the open national tendering procedures and is open to all eligible bidders as specified and defined in the Bidding Documents. NCB
4 Interested eligible bidders may obtain further information from the address given below from 8:30 a.m. (2:30 Local time). to 12:30 p.m. (6:30 Local time). and 1:30 p.m. (7:30 Local time). to 4:30 p.m. (10:30 Local time). Local time from Monday to Friday. A complete set of bidding documents prepared in the English language will only be available digitally at no cost to Bidders beginning February 23, 2023.
5 Bidders can apply for all Lot from the listed projects and shall submit their bid for all lots they are interested to apply for. However, not permitted to win more than one lot and the winning bidder has the right to select from, his winning bid lots.
6 Bids must be delivered to the address, time, and date specified below. Each bid must be accompanied by a 1% bid security of the total offer amount including 15% VAT for a Lot the bidder is interested in an acceptable form of CPO or unconditional bank guarantee. Late bids will be rejected. The bidders shall submit one mother envelop wax-sealed bidding document which encloses one big wax-sealed envelope of “original technical document” and “one copy”, this shall be produced in different wax-sealed envelopes and labeled as “Original” & “Copy”. Financial Document also encloses one big wax-sealed envelope and “original financial document” and “one copy”, this shall be produced in different wax-sealed envelopes and labeled as
7 “Original’ & “Copy”. The bid security must be wax sealed separately and must be put in the Original Technical Requirement. The Sealing and Marking (signing) of the Bids must be according to guidelines stated under Instruction to Bidders. Failure to do so will result in an automatic rejection. Bid Opening is to be conducted in the way that the financial document will be opened in the presence of bidders or representatives and a financial readout shall be conducted.
8 Bids must be delivered to the address below on or before March 9, 2023, at 12:00 p.m. (6:00 Local time) and the bid will be opened on the same date at 2:30 p.m. (8:30 local time).
