🇪🇺🇨🇳 Against the backdrop of Maroš Šefčovič’s recent visit to Beijing, Franco-German calls for stronger European action, and the European Council meeting of 15–16 October, this EuroQuestions will invite Pascal Lamy to discuss whether ongoing negotiations can address the growing EU–China trade imbalance, or whether the EU needs new instruments to tackle the structural distortions underlying it.
The discussion will also draw on the latest special policy paper published jointly by the Institut Jacques Delors, the Jacques Delors Centre and Europe Jacques Delors: A New EU Structural Rebalancing Instrument to Respond to China’s Export Surge.
🌐 The authors argue that China’s export surge cannot be explained by comparative advantage alone, but also reflects structural distortions stemming from industrial policy, state support and weak domestic demand.
🚢 The stakes are considerable: the EU’s trade deficit with China reached €360 billion in 2025, equivalent to almost €1 billion a day.
