Are we taxing packaging innovation in the UK instead of building real solutions? 🇬🇧 vs 🇮🇹

If you work in food, retail, or sustainable packaging, you’ve probably felt the headache of the UK’s Packaging Extended Producer Responsibility (pEPR) rules.

Here’s the problem: The UK system treats almost everything outside standard dry recycling (like paper and rigid plastic) as a "problem." Certified compostable packaging—even when made from plants—gets hit with heavy fee penalties because standard councils aren't set up to process it.

Meanwhile, Italy is showing us a much smarter way forward. 💡

Under Italy’s Decree-Law 143 and its Biorepack scheme:
🌱 Instead of just banning single-use plastics or slapping taxes on hard-to-recycle items, Italy requires certain items (like condiment sachets or fresh food trays) to be certified compostable.
🌱 Producer fees don't just go into council bank accounts—they directly fund industrial composting plants.
🌱 Compostable packaging goes straight into the brown biowaste bin alongside food scraps, turning waste back into farm soil.

The UK’s policy acts like a tax collector shifting council bills onto businesses. Italy’s policy actually builds the infrastructure to close the loop.

California is showing the world what real Extended Producer Responsibility looks like—and it’s time the UK takes notes. 🇬🇧🇺🇸
While the UK continues to iterate on its Extended Producer Responsibility (EPR) frameworks and Simpler Recycling rules, California’s landmark SB 54 policy—managed through the Circular Action Alliance—sets a blueprint for what a truly comprehensive circular economy mandate should look like.
Here is why California’s framework is setting a global benchmark:
🌱 100% Recyclable or Compostable: By 2032, ALL single-use packaging and food service ware sold in the state must be genuinely recyclable or compostable. 📉 25% Source Reduction: Mandatory 25% reduction in single-use plastic packaging at the source—not just reliance on downstream recycling. ♻️ 65% Plastic Recycling Target: Enforceable recycling mandates that bind producers directly to collection and end-of-life processing.
Why the UK could—and should—follow this model:
1️⃣ Accountability with Muscle: California's eco-modulated fees ensure producers who design for true circularity (e.g., certified compostables and highly recyclable mono-materials) pay significantly less than those sticking with hard-to-recycle formats.
2️⃣ Clarity over Greenwashing: By aligning EPR with strict material validation (via SB 343), "compostable" or "recyclable" labels must be backed by real, existing local processing infrastructure—a clear fix for fragmented packaging claims.
3️⃣ Guaranteed Infrastructure Funding: SB 54 directly channels producer fees into local recycling and composting infrastructure, solving the collection funding gap at scale.
If the UK wants to meet its net-zero goals, cut municipal waste costs, and build a world-class recycling infrastructure, adopting an ambitious, outcome-driven framework like California's isn't just an option—it's the logical next step.
