♻️ One waste shipment. Different systems. Who submits what and where?

For UK waste exporters trading with the EU, DIWASS brings a practical challenge: coordinating digital shipment documents while continuing to meet UK regulatory requirements.

The EU’s Digital Waste Shipment System (DIWASS) has been operational for notification procedures since 21 May 2026. It aims to improve traceability and information sharing, but exporters need clear arrangements with their overseas partners.

🔎 Where can complications arise?

🔹 Different submission routes
For exports from England and Wales, EA and NRW continue to use IWS Online and email, while EU authorities use DIWASS or interconnected systems. SEPA is trialling DIWASS alongside existing routes.

🔹 Registration and access
Although active use of DIWASS is optional for GB operators, their details must be registered so they can be selected in EU shipment documents. Missing registrations can prevent documents being completed.

🔹 Unclear responsibilities
Exporters, carriers and receiving facilities need to agree who creates, submits and updates each document—and how information reaches every relevant authority.

🔹 Consistent information
Shipment details must match across the documents and systems used. Clear communication helps avoid discrepancies, additional queries and disruption.

📅 What about Green List waste?

Transitional arrangements allow Annex VII documents to continue through existing procedures until 31 December 2026. Businesses should use this time to confirm how they and their EU partners will handle the digital transition.

💻 DIWASS is separate from UK Digital Waste Tracking. Both developments deserve attention, but they serve different regulatory purposes.

Before your next shipment, confirm the submission route, registration arrangements and responsibilities with your receiving facility and the relevant authorities.

EU Waste Shipment Rules Are Changing – Key Dates and Practical Steps

Changes to the EU Waste Shipment Regulation (EU) 2024/1157 are already affecting waste shipments, with further requirements approaching in November 2026 and May 2027.

For exporters, brokers, recyclers and waste management operators, understanding the requirements for each material and shipment route is essential.

📅 Key dates to know:

🔹 21 May 2026 – Main provisions now apply
Most provisions of the new Regulation are now applicable. Plastic waste exports from the EU, including B3011 material, are subject to prior notification and consent.

🔹 9 November 2026 – Battery waste classification changes
Updated EU waste codes and hazardous classifications apply to specified battery waste streams, including lithium-based batteries. Operators shipping affected materials to or from the EU should review classification and notification requirements.

🔹 21 November 2026 – Plastic export ban
Exports of plastic waste from the EU to non-OECD countries will be prohibited.

🔹 21 May 2027 – Overseas facility audits
New independent audit requirements apply to facilities receiving waste exported from the EU for recovery, subject to specified exemptions. Further restrictions on non-OECD export destinations also take effect.

📋 Practical changes for notified shipments involving the EU include:

✔️ Submission of the receiving-facility contract with the notification application
✔️ Updated movement documents
✔️ Container identification numbers, where applicable
✔️ Recording quantities prepared for reuse, recycled, recovered or disposed of
✔️ “Bale” added as a packaging option

⏱️ Check your shipment notice periods: EU rules require movement documents at least two working days before shipment. GB requirements continue to require at least three working days.

💻 DIWASS is now operational

EU authorities and operators use the Digital Waste Shipment System (DIWASS) for notification procedures. Transitional arrangements for Annex VII documents continue until 31 December 2026.

For GB operators, DIWASS remains optional. EA and NRW continue to use IWS Online and email; SEPA is trialling DIWASS alongside existing submission routes.

⚠️ Existing notifications need careful review

Qualifying notifications acknowledged before 21 May 2026 can continue under transitional rules. Treatment must generally be completed by 21 May 2027, or 21 May 2029 for qualifying shipments to pre-consented facilities.

Now is the time to review classifications, contracts, documentation and shipment schedules with your receiving facilities.

Waste shipment controls are changing across 2026 and 2027, bringing greater digitalisation, tighter export restrictions and increased scrutiny of overseas recovery facilities.

For businesses involved in waste exports, recycling and recovery, now is the time to check how these changes affect your materials and shipment routes.

📅 Key dates to know:

✅ 21 May 2026 – Changes already apply
Most provisions of the new EU Waste Shipment Regulation (EU) 2024/1157 now apply. Exports of plastic waste from the EU, including clean, non-hazardous B3011 material, are subject to prior notification and consent.

⚠️ 21 November 2026 – Plastic export ban
Exports of plastic waste from the EU to non-OECD countries will be prohibited.

🔎 21 May 2027 – Stronger export controls
New independent audit requirements will apply to overseas facilities receiving waste exported from the EU for recovery, subject to specified exemptions. Tighter restrictions will also apply to exports of non-hazardous waste to non-OECD countries.

💻 Waste shipment procedures are becoming digital

The EU’s Digital Waste Shipment System (DIWASS) is now used for notification procedures involving EU Member States. Transitional arrangements allow Annex VII documents to continue through existing procedures until 31 December 2026.

What does this mean for UK businesses?

The EU changes can affect UK businesses shipping waste to, from or through the EU. Requirements depend on the waste classification, route and destination.

Separately, new Environment Agency reporting requirements for Article 18 / Green List waste exports from England have applied since 1 July 2026.
