Jones Town Planning are pleased to have secured planning permission for a building to incorporate stabling and storage for equipment to manage the adjoining land in Buckinghamshire. The proposed application needed to consider a number of constraints including green belt location, ecology matters and proximity to a group of listed buildings. We put forward a clear case to address all the constraints including important input from the scheme’s ecologist, ROAVR Group, and the scheme architects, LIFE-UDESIGN. At the same time we maintained regular and constructive dialogue with the Planning Officer Council’s ecologist and NatureSpace advisers. We were pleased to see the Council fully accept our arguments and conclude that the development was not inappropriate development, was not harmful to ecological matters and did not harm the character and setting of the nearby listed buildings and ecology. A really pleasing decision to provide needed facilities for our client.

Jones Town Planning Ltd are pleased to announce that we have recently received planning permission for two separate planning applications both involving the change of use of a building to provide further education and training facility. The properties were located in South London and East Sussex. The London site had a number of constraints to address including its backland location, close proximity to residential properties and vehicular access. However, we were able to put forward a positive case to address all these matters, including an appropriate travel plan to address the transport queries raised by the Highway Authority. The other site had similar considerations in relation to transport, and again we provided appropriate information and travel plan to address the queries raised. We were also pleased with the positive and constructive approach of both LPAs, throughout the application process. Overall a pleasing result for our clients and the provision of much needed further education facilities.

The Welsh Government have recently announced changes to fees for
• planning applications
• amendments
• deemed applications
• site visits

The new fees take effect from 1st December 2025 Application. The following link provides full details of fees for relevant types of planning applications etc.

These fees do not apply to those applications, amendments, deemed applications and site visits made before 1st December 2025.

In addition, the Welsh Government have announced that following this initial fee increase a new fee document will take effect on the 1 April each year, starting 1 April 2027 (There will be no fee increase in 2026).

We are really pleased to have received another planning permission for another development in the Green Belt. Last year we successfully obtained planning permission for the replacement of existing barn and use of the approved barn to provide event facilities including an extension to existing annex kitchen to provide improved facilities and change of use of part (ground floor) of the main building accommodation to provide a bar area for hotel/event use at Downham Hall, Essex. We subsequently obtained consent for additional hotel accommodation and facilities within the main house. We have now gained planning permission for a redesign of the replacement building to provide additional event space. The application faced a number of constraints including its Green Belt location and heritage matters in addition to the usual material planning considerations. However, we were able to submit an appropriate case to support the application including a positive Green Belt case and showing no harm to heritage assets. We would also thank the LPA, Chelmsford City Council, who again took a positive approach to the development. It is really pleasing to achieve the approval for development to support the future vitality and viability of this excellent rural business and provide high quality facilities to meet the requirements of its potential clients and users. The scheme was designed by architect John Pittaway Architecture.

Green Belt Successes!!
Jones Town Planning are pleased to have received planning permission for two separate equestrian / agricultural facilities within the Green Belt.

The first was a successful appeal decision for stables, sand school and agricultural building (barn). The application had been refused on the following grounds, inappropriate development in the Green Belt, impact upon the openness of the Green Belt, no agricultural justification for the barn, ecological and drainage issues. The last two reasons were subsequently not pursued by the Council following submission of our further appeal evidence and technical information provided by the client’s ecologist and drainage consultants. In relation to the other issues we presented a detailed case to support the barn and also set out the case in relation to the Green Belt issues. We were pleased to see the Inspector fully accept our arguments and found that the development was not inappropriate development and there was a justification for the agricultural building and subsequently allowed the appeal. A really satisfying decision to meet the client’s needs and provide much needed facilities to safeguard the welfare and security of the animals.
The second application related to the er****on of a hay barn to support an existing equestrian use of the land. In this case the Council accepted our arguments that the development was not inappropriate development nor was it harmful to the character and appearance of the rural area or amenity of adjoining occupiers. Planning permission was granted under delegated powers. So another pleasing result

We are pleased to have been involved in another successful planning application. Jones Town Planning have been providing planning consultancy advice, for the last 2-3 years, in relation to the redevelopment of a former B2 use site in North London, to provide the er****on of a new mixed-use development up to five storeys high with commercial uses (Use Class E) at ground level and 12 no. self-contained flats (Use Class C3) to upper levels and plant room at basement level, provision of cycle parking, refuse, recycling and storage, lift overrun and pv panels at roof level. The high-quality scheme was designed and submitted by C G Architects. Our work included advice, preparing a supporting planning statement and also advice in relation to community engagement. Therefore, it was good to note that the application was recommended for permission by Officers and subsequently granted planning permission by the Planning Committee, subject to completion of the draft S106 Agreement. It is a pleasing result following the detailed work put in by all consultants and the client that provides additional housing and flexible commercial space.

We are pleased to announce the 15th anniversary of Jones Town Planning.

It has been an exciting and successful 15 years since we first took the leap of faith, during the 2010 recession, to set up the practice, following many years working in the private sector for national planning consultancies and architectural practices.

We would like to thank all of our clients who have put their trust in us since our creation to achieve their development goals, and we look forward to providing our services to them and new clients to achieve their future goals in the coming years.

Planning requirements have changed much since we first started, and we are pleased to have adapted to these increasing changes and are sure we will do the same with future changes. To continue the business success we will also be looking to expand our work area, and we will be making some announcements to this effect in the near future.

Jones Town Planning are pleased to have recently received planning permission for the change of use of living accommodation to hotel space and a two storey extension at a boutique hotel & wedding/event venue in Essex. Downham Hall is a family run hotel set in the Essex Countryside. The proposed development was subject to a number of constraints including the Green Belt location, heritage assets (locally listed building), BNG and potential protected species. The scheme was designed by Brian Smith RIBA and we also worked with ecologists, Collington Winter, to put forward a positive case to address all the above constraints. It was pleasing that the application was approved under delegated powers following a constructive approach by the LPA.

Overall a happy client and pleasing that the development can go ahead and continue to support this important rural business.

We are pleased to have received a successful appeal decision in relation to a GPDO Class MA development. The key issue was the refusal was based on whether the property was in Class E use for 2 years prior to the application. In support of the appeal we submitted clear evidence of former Class E use, together with our opinion on the requirements of Class MA, to counter the LPA decision and interpretation. It was pleasing to note the Inspector fully accepted all our arguments on this point. In addition, the Inspector also accepted our view that the request for a planning obligation to provide a financial contribution was not justified as no case had been made to support the request or identify any harm arising from the development that would require such a contribution. Whilst we felt confident in our case it was a reassuring to get the decision and pleasing to see the Inspector agree with all points we made.

Jones Town Planning have recently obtained planning permission for the change of use of first, second and third floors of a property, in South West Wales, to provide 12 no. bedrooms for short term letting purposes (Class C1). The proposed development also included a refurbished bar/restaurant area at ground floor level. The property is located within a busy city centre location and therefore the ground floor commercial use was retained to contribute to the existing commercial area. The rooms above provide additional tourist accommodation in this popular city. The property is located within a conservation area and therefore the scheme was designed to retain the existing architectural features on the front elevation and preserve the character and appearance of the conservation area. The application also included us providing a heritage statement, tourism needs statement and green infrastructure statement. The scheme was submitted following discussions and advice by us to our client on development options and was designed by Redwoods Projects Ltd. We welcome the positive approach of the Council to the proposal throughout the application process and are pleased to have obtained this successful result.
