The Terrorism (Protection of Premises) Act 2025

Martyn's Law, named in honour of Martyn Hett, who was a victim of the Manchester Arena Attack in 2017, aims to enhance security in public spaces, including schools.

Under this law:
All educational settings, including early years, primary, secondary and further education, are designated as standard tier, regardless of their capacity.

The law is designed to ensure that schools are better prepared for potential terrorist attacks and security incidents.

It introduces new legal responsibilities for schools to ensure the safety of students, staff, and visitors.

The Terrorism (Protection of Premises) Act 2025 received Royal Assent on 3 April 2025. The government allowed an implementation period of at least 24 months before the act comes into force.
This period will enable those responsible for school premises and events to have sufficient time to understand their new obligations, and to plan and prepare accordingly.

The focus of the Standard Tier is on procedures and preparedness, ensuring that people working at the school know how to respond if a terrorist incident occurs nearby or on site. There is no requirement to install physical security measures such as CCTV, barriers, or scanners.
The procedures should be simple, clear, and proportionate to the premises, with the key being that everyone knows what to do.
Schools will also need to consider Venue compliance with Martyn’s Law when organising trips and off-site activities.

All new staff level 2 or above are required to be Paediatric trained within 3 months of starting employment working in EYFS. Children in EYFS must have a 12 hour paediatric first aider in attendance.

For other pupils in school, you should have staff trained in first aid, this may be a mix of emergency first aid, paediatric first aid or first aid at work. It is important to consider when carrying out a first aid risk assessment the schools location i.e. is situated within a rural area or quite some distance from an A&E department, plus if you carry out high risk activities such as design and technology or high risk sports a more comprehensive First Aid at Work training may be beneficial as they can offer assistance until emergency services arrive.

New Statutory Requirements - Schools Must: from September 2026

• Stock spare adrenaline auto-injectors for use in emergency situations.

• Provide allergy awareness training for all staff.

• Have a comprehensive policy for supporting children with medical conditions such as an allergy management plan.
