Catalyst Care Limited is the first unregistered children's homes provider to be successfully prosecuted, according to Ofsted, which brought the legal action against it.

Its directors pleaded guilty at Croydon Magistrates' Court in relation to failing to register children's homes and have been fined a total of £92,400.

The Croydon company operated three homes in Kent between 2022-2025 which accommodated up to nine children. During this time the homes received over £1.7m million in payments from local authorities.

The company pleaded guilty to failing to register three homes after being prosecuted by Ofsted.

You will be aware that the Children's Social Care Reset is bringing a raft of changes that will directly impact children's social care.

Alongside this, Ofsted is proposing significant changes to the inspection framework for children's homes and other children's social care services.

Some of the proposed changes include:

• removing the current 'overall experiences and progress' judgement
• introducing a new 5-point grading scale
• introducing inspection report cards
• placing greater emphasis on the voices and lived experiences of children, young people and families
• aligning inspections more closely with the wider children's social care reforms

These changes could directly affect how your service is inspected and how inspection findings are reported in the future.

We strongly recommend taking a few minutes to read the proposals and have your say.
