IBH: Setting the Record Straight and Raising the Standard
For too long, regeneration has been measured in press releases and planning slogans.
At Indoor Booth Hub (IBH), we believe it should be measured in people, purpose and proof.
What IBH Is and What It Isn’t
IBH is not a market, craft fair or pop-up.
It is a privately leased, concession-based enterprise zone, built on the same legal model as a department-store floor, a place where local entrepreneurs, creators and start-ups operate within their own self-contained retail booths under private agreements.
That distinction matters, legally and commercially.
Under the Markets and Fairs Clauses Act 1847 and Food Act 1984 (Part III), no market licence is required for private concessions operating within leased premises.
All trading arrangements are conducted lawfully under the Landlord and Tenant Act 1954 and the Law of Property Act 1925.
In short:
IBH operates on private commercial terms, not Council licences.
It does not compete with public markets, it complements them.
It is a lawful innovation in community-led regeneration, fully within UK property and commerce law.
Our Purpose: People Before Profit
IBH was founded in memory of Sophie Watkins, a young woman whose creativity and resilience continue to inspire every inch of this project.
It exists to give others that same chance to build, belong and believe again.
Through IBH we are:
Creating year-round trading opportunities for independents priced out of the high street.
Launching a Junior Courier Scheme (13–18 yrs) to develop skills, confidence and local pride.
Funding Paid Roles for those overcoming disadvantage or unemployment.
Offering free space for community groups to reconnect and support mental-health recovery.
This is regeneration that serves not regeneration that sells.
Policy Alignment and Public Interest
IBH directly supports the national objectives set out in:
The Levelling-Up and Regeneration Act 2023
The Business and Planning Act 2020
The Town Centres and Future High Streets Framework (2022)
It advances precisely what Government policy calls for: community-driven, evidence-led local growth that revitalises real towns not hypothetical masterplans.
Our Position
IBH operates lawfully, independently and transparently.
It is driven by empathy, enterprise and evidence, not ego or bureaucracy.
We invite local stakeholders and national partners to engage, not obstruct.
True regeneration starts when those who care about their town are treated as collaborators, not competitors.
The high street does not need another strategy.
It needs a spark.
IBH is that spark, born from loss, powered by hope and built for people.
