Procurement for Housing (PfH) Cymru has published a tender notice to establish a Wales-specific Decarbonisation, Retrofit and Planned Works Framework Agreement, with a total estimated value of Β£546 million (incl. VAT).

The framework brings decarbonisation, retrofit, and planned maintenance works together under a single agreement for use across the social housing sector in Wales. It is divided into twelve lots covering Solar PV, insulation and fabric-first measures, Air Source Heat Pumps, full whole house retrofit works, kitchens and bathrooms, roofing, windows and doors, and whole property multi-trade planned works.

The framework duration is two years with optional 2 x 1-year extensions, starting from 26th October 2026. The tender submission deadline is 16th July 2026 at 12:00noon.

Direct public sector spend with SMEs reached Β£45.2bn last year, a six-year high. The headline from the latest British Chambers of Commerce and Tussell SME Procurement Tracker is that smaller firms now take 21% of public sector spend in England, up from 19% the year before, and ahead of the 18% running average since 2020.

What makes the report worth reading is the way the spend is distributed. Local government is where the money finds its way to smaller firms, accounting for a 34% share and Β£29.1bn of spend, the highest of any part of the public sector, while at the other end defence and aerospace directed only 3% of its spend to SMEs against 33% in education, training and recruitment.

These insights are useful in bidding, they help steer SME businesses towards the pipeline opportunities that are perceived as realistic and winnable, where buyers are already comfortable awarding to firms their size, rather than the corners of the market where the door appears closed.

The scheme will deliver a mostly segregated guided busway connecting Cambourne with Cambridge, along with a Travel Hub (Park and Ride), bridges over the M11 motorway and Bin Brook, signalised junctions, public transport stops, and an adjoining maintenance and active travel route.
