Carmarthenshire County Council, in association with Ceredigion County Council, Neath Port Talbot County Borough Council, Pembrokeshire County Council, and Swansea Council, has published a planned procurement notice for the South West Wales Regional Civil Engineering Contractors Framework 2027.
The councils intend to establish a new iteration of this framework by appointing suitably qualified contractors to deliver civil engineering construction projects and related works across the region. In addition to the five councils, the framework may also be used by Natural Resources Wales, Powys County Council, and any company wholly owned by the participating councils.
The lotting structure is still under development and may be subject to change, but has been provided as follows:

Lot 1: County-specific lots for Civil Engineering Works, including Very Small (Β£0 to Β£75,000) and Small (Β£0 to Β£750,000) value bands

Lot 2: Regional lots for Civil Engineering Works, including Medium (Β£750,000 to Β£3,000,000) and Large (Β£3,000,000+) value bands
β
Lot 3: Specialist Civils Work, covering Demolition, Public Lighting and Associated Electrical Works, Lining and Road Marking, Surfacing, Ground Investigations, Marine Works, Traffic Management, Bridge Maintenance and Associated Works, and Hard and Soft Landscaping.
The total estimated framework value is Β£960,000,000 (incl. VAT) and is anticipated to run from 8th February 2027 to 7th February 2030, with a possible extension of up to 12 months.

The tender notice is expected to be published on 5th October 2026, with the submission deadline on the 16th November 2026.
