Good HR helps managers manage. It prevents avoidable conflict. It improves hiring decisions. It keeps good people longer. It supports people back into work. It ensures change lands rather than merely being announced. It protects businesses from predictable legal and reputational risks. It turns vague culture statements into actual management practice.

And yes, it should be challenged. HR should be able to justify its work with evidence. It should be ruthless about removing performative initiatives. It should stop hiding behind jargon. It should not confuse compliance with impact, or activity with value.

But a headline that treats HR primarily as a £10bn burden misses the more important point: the cost of HR is visible; the cost of poor people management is often dispersed, delayed and mislabelled.

It shows up as churn.
It shows up as sickness.
It shows up as conflict.
It shows up as weak managers.
It shows up as failed change.
It shows up as tribunal risk.
It shows up as people doing the minimum because the organisation has accidentally designed work that makes commitment irrational.

The best HR functions are not bloated departments creating work for themselves. They are business functions focused on making work work better — for the organisation and for the people expected to deliver its results.
