The Government of Canada is taking steps to maintain a well‑managed, sustainable immigration system that works for newcomers and Canadians alike. As part of these efforts, Immigration, Refugees and Citizenship Canada (IRCC) is pausing the intake of new applications under the Parents and Grandparents Program (PGP Program).

They will continue to process existing applications and plan to approve up to 15,000 people for permanent residence through the PGP Program in 2026, in line with the 2026–2028 Immigration Levels Plan. This approach will help reduce processing times and improve predictability for families.

Family reunification remains an important pillar of Canada’s immigration system. Parents and grandparents continue to be able to visit their children and grandchildren in Canada through the super visa, which allows them to visit their children or grandchildren for 5 years at a time and provides multiple entries to Canada for up to 10 years.

IRCC recently made the super visa more accessible by implementing changes to the income and health insurance requirements.

Interest in the PGP Program continues to exceed the spaces available under the levels plan. To manage this pressure responsibly, IRCC will not receive new interest to sponsor forms or invite potential sponsors to apply until further notice.

Nova Scotia has announced a one-time expansion of its 2026 immigration selection priorities under the Nova Scotia Nominee Program (NSNP), with a particular focus on people who are already living and working in the province.

The announcement is significant for temporary residents whose work permits are expiring in 2026 or earlier, as Nova Scotia looks to retain workers who are already contributing to the provincial economy.

1- Who could benefit?

The expanded priorities include candidates who:

▪️ Work in a TEER 0–4 occupation supporting key sectors such as professional and scientific services, manufacturing, construction, health and social services, natural resources, agriculture and transportation.

▪️ Graduated from a Nova Scotia designated learning institution (DLI) and are working in a TEER 0–5 occupation.

▪️ Live outside the Halifax Regional Municipality and work in a TEER 0–5 occupation.

▪️ Work in sales and service occupations (TEER 0–2) and earned at least $20 per hour at the time the EOI was submitted.

▪️ Work in any occupation in Nova Scotia and earned at least $27 per hour at the time the EOI was submitted.

2- Why is this important?

Nova Scotia is balancing two important objectives: responding to current labour market needs while also retaining people who are already living and working in the province.

This is particularly relevant for temporary workers who may have limited time remaining on their work permits. Rather than focusing exclusively on attracting new workers from overseas, the province is also looking at the people who are already part of Nova Scotia's workforce and communities.

3- What should eligible candidates do?

Ontario is investing 3 million dollars through the 2026 to 2027 Francophone Community Grants Program, funding 75 projects that expand French language services, bilingual workforce training, and community support across the province. For French-speaking immigrants and newcomers, this means more settlement resources, mental health support, and employment programs in their own language.

Ontario has committed 3 million dollars through the Francophone Community Grants Program for the 2026 to 2027 year, including a 1 million dollar federal contribution under the Canada-Ontario Agreement on Minority Language Services.

The grant reaches communities across the province, from northern Ontario to London. Équipe Santé Familiale Nord-Aski Family Health Team is receiving 50,000 dollars to strengthen mental health supports for Francophone residents in Hearst, Mattice-Val Côté, and Constance Lake.

VALORIS for Children and Adults of Prescott-Russell is getting 42,882 dollars for training workshops supporting adults with intellectual disabilities. The Employment Services Centre of Prescott-Russell will receive 50,000 dollars to help job seekers build digital skills, including introductory artificial intelligence workshops. Carrefour Communautaire Francophone de London is receiving 49,326 dollars to create a digital cultural platform and host events for Francophone youth and newcomers.

Canada has set targets to grow Francophone immigration outside Quebec, and Ontario is home to one of the largest Francophone populations beyond Quebec’s borders. Programs like Francophone Mobility and the additional Comprehensive Ranking System points available under Express Entry for strong French ability, exist precisely to draw more French speaking talent to provinces like Ontario.
