Spectrum Auction is always a challenging task for any regulator. The price, the process, the timing, the conditions – all are very subjective. Although spectrum is the lifeline for any particular telecommunication service, but the matter remains to be the biggest challange when it comes to allocation, usually through auctions. The essence here is to strike a perfect balance. The price should not be too high to restrict common people to access the benefits. If the operators pay too high price, their roll-out takes longer and the cost is passed to the consumers. On the other hand, it should not be too low either. Governments should earn substantial revenue from the spectrum allocations.
