Plum was recently engaged by ASEAN to develop the latest ASEAN Digital Masterplan (ADM 2025). The ADM takes stock of the current state of digital development in ASEAN, and envisions ways for the ASEAN region to deepen its use of digital technologies to spur economic and social development. ADM 2025 was the third strategic masterplan for the region. Key to developing ADM 2025 was to ensure it was more “robust, innovative and outcome-based” than its predecessors and recognised the additional challenge that COVID-19 would impose on the region.

To advise ASEAN, Plum assembled and led a team of experts with a range of expertise in digital issues. Plum identified key barriers and opportunities to greater digitisation across the region, designed a set of Desired Outcomes to deliver on the stated vision, and developed a corresponding set of Enabling Actions in support of achieving the Desired Outcomes.

Plum supported London Economics in carrying out an economic assessment of the acquisition by HKBN of WTT for the Hong Kong regulator OFCA. The merger analysis considered the impacts on potentially affected markets, including retail and wholesale fixed services, and took into account market trends and the implications of technology developments on supply and demand for telecommunications services. Two areas of concerns were identified, namely the risks of unilateral effects arising from potential market power in the provision of local fixed network access to buildings not exclusively for residential use, and the resulting risks to downstream retail providers who are using the merging parties’ wholesale inputs for service provision.
