During our UK Delegation official programme in Benghazi, the delegation held a series of high-level institutional meetings, including visits to:
• Benghazi Municipality
• Benghazi Free Zone and the Port of Benghazi
• Chamber of Commerce, Industry and Agriculture
• House of Representatives
• University of Benghazi
• National Development Agency
These meetings reflected a structured and coordinated institutional environment, with clear openness towards dialogue, cooperation, and responsible international engagement.
One of the most notable observations throughout the visit was the level of security and stability across the city. Contrary to outdated international narratives, Benghazi today demonstrates order, operational institutions, active commercial activity, and normal civic life. Meetings were conducted openly, efficiently, and in a secure setting — reinforcing confidence in the city’s stability.
Security is not merely a political talking point; it is the foundation upon which economic growth, infrastructure development, and foreign investment depend. The conditions on the ground provide a practical platform for long-term partnerships.
It is therefore essential that the global perspective particularly in the United Kingdom evolves to reflect current realities rather than historic assumptions. Constructive engagement must be based on direct observation, institutional dialogue, and factual assessment.
Perception influences policy and policy shapes opportunity.
Benghazi today presents itself as a city of resilience, governance, and forward-looking ambition.
The time has come for international stakeholders to recognise this progress with objectivity and balance.
