What happens when the right tender comes up, but your business isn’t ready to bid for it?

That was the position a commercial cleaning company came to us in.

They had the experience, a strong client base and the ambition to win larger public and private sector contracts.

What they were missing was a clear process for tendering.

So, rather than jumping straight into a bid, we helped them get the basics in place first.

“We can deliver the contract” might not be enough anymore.

The UK Government has announced changes to how businesses will be assessed when bidding for government contracts, in a market worth around £90bn a year.

For contracts worth £5m or more, the weighting given to local benefits is set to increase from 10% to 20%.

That means things like:
- Creating high-quality British jobs.
- Tackling local skills shortages.
- Supporting young people through apprenticeships and work placements.

So, if you're an SME bidding for public sector work, it's worth looking at what your business can bring beyond the service itself.

Do you create jobs locally?
Do you work with local suppliers?
Can you offer training, apprenticeships or work experience?
Do you already have initiatives in place that could demonstrate your wider impact?

These are the things you need to think about before you start writing your tender response.

You might already be doing some of them. The question is, are you showing the buyer the value they’ll get by choosing your business?

A £1.5bn framework opportunity for contractors...

Pagabo has announced a new Medium Works Framework, expected to be worth £1.5bn over four years.

But what does that actually mean for your business?

This isn't a £1.5bn contract that one contractor wins.

It's a framework, bringing together approved contractors who can then be considered for relevant public sector projects during the life of the framework.

The framework will cover projects up to £15m, split across five lots based on project value:

• Up to £500k
• £500k–£1m
• £1m–£4m
• £4m–£8m
• £8m–£15m

One of the things that makes this particularly interesting for SMEs is its focus on regional contractors, giving smaller and regional businesses the opportunity to compete for public sector work that fits their size and capabilities.

But before jumping into a framework bid, it's important to look beyond the headline value.

Ask yourself:

Is the right lot suitable for your business?

Do the project values match the work you deliver?

Can you meet the framework requirements?

And is the potential pipeline of work worth the time and resource involved in bidding?

Getting onto a framework can open up opportunities, but framework appointment doesn't guarantee you'll win work.

The first step is making sure it's the right opportunity for your business in the first place.

A security services provider came to us for urgent support after their internal Bid Writer resigned shortly before the submission of a significant private sector contract opportunity.

We stepped in quickly, working through a detailed handover before reviewing the draft responses, identifying gaps, strengthening evidence and working with operational teams and subject matter experts to bring out the client's key differentiators.
