There is some incorrect information circulating about who qualifies for the new £2,000 apprenticeship hiring incentive. Here is the correct position, straight from DWP 📝

From 1 October 2026, smaller businesses (those that do not pay the apprenticeship levy) can claim £2,000 for hiring an apprentice aged 16 to 24.

There is no requirement for the young person to have worked for you before the apprenticeship starts. If you recruit someone new and they begin their apprenticeship on or after 1 October, you qualify.

If the young person has already been working for you, their employment start date simply needs to be within three months of the apprenticeship start date. So if someone joins you in August as a labourer and moves onto a bricklaying apprenticeship in October, that counts.

The short version: hire someone new from October and start them on an apprenticeship - you qualify. It is that straightforward.

And if that person has also been on Universal Credit for six months or more, you can combine the £2,000 with the £3,000 Youth Jobs Grant - £5,000 in total, from two separate government departments.

Did you know that from 1 August, the government pays 100% of apprenticeship training costs for employees under 25 at businesses that do not pay the levy ✅

That means no training fees. No co-investment contribution. Nothing.

If you have been thinking about taking on an apprentice, the barrier that most smaller businesses cited as the reason they did not - cost - has just been removed.

The Growth and Skills Levy is also now live for larger employers, bringing more flexible ways to spend your training budget, including shorter modular courses. But the spending window has tightened to 12 months for new contributions, so if you pay the levy, now is the time to plan.

From 1 August, the government is changing how apprenticeship training is paid for 📣

Whether you are a large employer paying the apprenticeship levy or a smaller business that has never gone near an apprenticeship, these changes affect you

For many smaller firms, this is the cheapest apprentice hiring has ever been. For larger firms, your training money now needs more careful planning.

In May, Alan Milburn's independent review into young people and work reported that just over one million 16- to 24-year-olds across the UK are not in education, employment or training. That is the highest number in 12 years, around one in eight of the age group, and the review warns it could reach 1.25 million by the early 2030s without action.

The Greater Devon LSIP found that workforce shortages, recruitment challenges and skills gaps are consistently holding back growth for employers in the region. One of the most effective ways to address this? Engaging with the talent pipeline earlier.

The Employer Standards for Careers Education framework helps businesses build stronger talent pipelines, increase workforce diversity and improve recruitment outcomes:

📈 77% more likely to see business benefits from careers outreach when offering workplace experiences
📈 51% more likely to see applications when supporting young people through the process
📈 20% more likely to build diverse talent pipelines when engaging under-represented groups
📈 Over 1,390 organisations already using the framework
