I was reading a recent article from the CIPD last week (published February this year).

It referenced their 2024 resourcing and talent planning report, which found that 83% of organisations were struggling to recruit.

Which feels slightly at odds with what many of us are seeing now.

An employer-led market.
High volumes of candidates.
Roles attracting hundreds of applications.

So whatโ€™s going on?

One thought I keep coming back toโ€ฆ

Itโ€™s not always about a lack of candidates.
Itโ€™s about the difficulty of choosing.

When youโ€™re faced with that level of volume, the decision doesnโ€™t necessarily feel easier.
If anything, it can feel riskier.

More unknowns.
More variables.
More chance of getting it wrong.

And I wonder whether thatโ€™s part of the shift weโ€™re seeing.

Organisations looking inward.
Investing more in developing the people they already have.
Building capability over time, rather than taking a perceived risk externally.

Thatโ€™s not a hard conclusion.

Just an observation.

But it does raise an interesting question.

In todayโ€™s market, is the challenge really attractionโ€ฆ
or is it confidence in selection?

Recently, Iโ€™ve been talking about the Employment Rights Act changes, and specifically the move to unfair dismissal protection kicking in after six months.

That shift puts much more weight on the early stages of employment.

Recruiting the right person.
Onboarding them properly.
Clarifying expectations early.
Giving feedback.
Evaluating probation well.

Most of that sits with managers.

And thatโ€™s a significant responsibility.

Itโ€™s not just about having a talent management process written down somewhere.

Itโ€™s about whether managers feel confident and capable using it well.

The process matters.

But so does equipping the people who bring it to life.

Thatโ€™s where leadership development and talent management processes meet.

If we want those first six months to work well, we have to support both.

I think leadership and talent management have been separated for far too long.

We talk about leadership development as if it sits on its own.

Courses.
Workshops.
Coaching.

And we talk about talent management as something different.

Frameworks.
Career pathways.
Succession plans.

But in reality, they either reinforce each otherโ€ฆ
or they quietly undermine each other.

You can invest in leadership capability all day long.

But if expectations arenโ€™t clear,
if progression isnโ€™t visible,
if success isnโ€™t defined,
then even the best leadership intentions drift.

And equally, you can design the most beautiful frameworks.

But if leaders donโ€™t have the capability to hold meaningful conversations,
give clear feedback,
or stretch their people thoughtfully,
the framework just sits there.

Iโ€™m noticing more and more that the organisations making real progress arenโ€™t choosing between development and infrastructure.

Theyโ€™re building both.

Leadership capability that sticks.
And talent management systems that support it.

One without the other doesnโ€™t hold.

Not flashy.

Not dramatic.

Just steadier.

Leaders know what good looks like.
Because itโ€™s been defined.

People understand what theyโ€™re accountable for.
Because itโ€™s been clarified.

Development isnโ€™t random.
Itโ€™s linked to capability.

Performance conversations arenโ€™t guesswork.
Theyโ€™re anchored in shared language.

And HR arenโ€™t constantly being pulled in to translate.

When behaviour and systems point in the same direction, thereโ€™s less friction.

Less second-guessing.

Less noise.

It doesnโ€™t mean everything runs perfectly.

Local business communities still matter.

Not because theyโ€™re full of your ideal clients.

And not because every conversation turns into a contract.

But because business is built on relationships.

Two weeks ago we celebrated a year since John Greenall took over as host of Business Buzz Hitchin, and since I joined him as ambassador.

Itโ€™s not where my corporate clients tend to hang out.

The year is 2004.

Iโ€™ve just moved into a new role, back in operational HR where I want to be, in a company I feel comfortable in.

Iโ€™ve worked in HR for five years and Iโ€™m halfway through my CIPD qualification. Iโ€™m enjoying the work and feeling quietly confident.

Then one day my manager tells me I need to deliver a training session to managers on report writing.

Report writing?

I remember thinking, ๐˜ธ๐˜ฉ๐˜ข๐˜ต ๐˜ฅ๐˜ฐ ๐˜ ๐˜ฌ๐˜ฏ๐˜ฐ๐˜ธ ๐˜ข๐˜ฃ๐˜ฐ๐˜ถ๐˜ต ๐˜ณ๐˜ฆ๐˜ฑ๐˜ฐ๐˜ณ๐˜ต ๐˜ธ๐˜ณ๐˜ช๐˜ต๐˜ช๐˜ฏ๐˜จ?

โ€œYou can do it,โ€ she says. Not in a motivating way. More in a tell way.

My anxiety, which had started a couple of years earlier, spikes. But a colleague, the Training Manager, reassures me. Sheโ€™ll go through the content with me. Sheโ€™ll be there if I need support.

We run through the material. Again. And again. And again.

It isnโ€™t sticking. And the date is getting closer.

I still remember the room. How it was set up. How I felt as I stood at the front. The panic rising.

I start the session. Barely get through the introductions.

Then I stop.

โ€œIโ€™m sorry, Iโ€™m a bit lost. Could you please take over?โ€

She does. Calmly. Brilliantly.

I donโ€™t leave the room. I sit to the side and watch her work. Sheโ€™s excellent. I want to be like her one day.

Just not that day. I wasnโ€™t ready yet.

That experience stayed with me.

Because throwing people in at the deep end, that sink-or-swim mentality, is rarely the right option.

Stretch without support isnโ€™t development. Itโ€™s risk.

As leaders, we have a responsibility to meet people where they are. To create opportunities that are matched with the right level of guidance, structure, and care.

I learned a lot that day. Not least the power of a supportive colleague.

Thank you, Jo Jones. You may not remember this moment at all. But I do. And Iโ€™m still grateful.

Itโ€™s whether itโ€™s robust enough to support early decisions.

Recently I went to ๐˜ˆ๐˜ฏ ๐˜Œ๐˜ท๐˜ฆ๐˜ฏ๐˜ช๐˜ฏ๐˜จ ๐˜ž๐˜ช๐˜ต๐˜ฉ ๐˜›๐˜ฉ๐˜ฆ ๐˜‰๐˜ฐ๐˜บ๐˜ด ๐˜๐˜ณ๐˜ฐ๐˜ฎ โ€™86.

It was a panel interview hosted by Bianca Westwood, featuring former West Ham United FC players Tony Cottee, Frank McAvennie and Tony Gale. My cousin and I took my Dad and my Uncle, both lifelong West Ham fans, and they absolutely loved it โš’๏ธ

What struck me most wasn't just the stories, although there were plenty of those! It was the way the players spoke about their former manager, ๐—๐—ผ๐—ต๐—ป ๐—Ÿ๐˜†๐—ฎ๐—น๐—น.

There was genuine warmth. Respect. Gratitude.

They described him as someone who managed the whole club. A father figure. Tough when he needed to be, tender when it mattered. Someone who knew your familyโ€™s names, not just your position on the pitch.

It reinforced something I believe deeply about leadership. Your behaviour defines you in the moment. But what truly lasts is how you made people feel, and how they speak about you decades later.

Theyโ€™re flexing their style instead of defaulting to the one that feels comfortable.

Theyโ€™re managing upwards more effectively.

Theyโ€™re having conversations they might have avoided six months ago.

Not because they suddenly feel fearless.

But because they now have options.

A fuller toolbox.

A clearer understanding of whatโ€™s really going on underneath a situation.

And the skill to respond in the moment, rather than react.

That, to me, is what confidence actually looks like in people decisions.

Not volume.

Capability.
