Many scrap metal and ELV operators don’t realise their permits may have changed, and it’s catching a lot of sites out.
The Environment Agency has updated multiple Standard Rules permits after the reclassification of POPs (Persistent Organic Pollutants). These materials weren’t included in older permits, which means many operators are now working under new conditions, new compliance expectations, and in many cases a new requirement for COTC cover or increased TCM attendance.

In December 2024, older SR2008 and SR2015 permits were consolidated into the new SR2022 permits. This brought POPs‑affected waste streams into scope for the first time, even for operators who were never directly notified.
And there’s a hard deadline coming up.
⏳ RPS 326 ends on 31 December 2026.
After this date, the EA expects full compliance with SR2022 conditions and POPs requirements.
If operators don’t act before the deadline, they could face:
• Non‑compliance
• Enforcement action
• Increased inspections
• Mandatory corrective actions
