🇹🇯 Mission 1 Complete | Dushanbe, Tajikistan | May 4–7, 2025
Four intensive days. Dozens of conversations. One shared goal.
Loialté, together with Credence Consulting, has completed the first field mission supporting the World Bank-funded reform of the Agency on Statistics under the President of the Republic of Tajikistan.
Here is what the week looked like:
📅 Day 1 - Strategic Level & Governance
We opened with the Agency's senior leadership, including the First Deputy Director, to align on reform priorities, structural challenges, and the overall vision for change. Heads of departments joined to map functional overlaps and efficiency gaps across the organisation.
📅 Day 2 -Functional Analysis & Digitalisation
Deep-dive sessions with the leadership and staff of the Data Processing Centre -examining data collection and processing systems, technical bottlenecks, and the real scope for automation and optimisation.
📅 Day 3 -Territorial Level & Interagency Coordination
Meetings with the Dushanbe City Statistics Directorate explored field-level implementation realities. A landmark interagency session then brought together representatives from the Ministry of Finance, Tax Committee, Ministry of Economic Development & Trade, Ministry of Industry & New Technologies, Ministry of Agriculture, Ministry of Energy & Water Resources, Ministry of Health, Ministry of Education, the National Bank, and other key partners - focusing on data sharing, reporting deduplication, and stronger cross-institutional coordination.
📅 Day 4 -Validation Workshop & Closing Session
Nearly 20 staff, including the First Deputy of the Statistics Agency and heads of the central departments joined a full-day Diagnostic Validation Workshop -presenting analytical findings, debating a new structural model, collecting feedback, and collectively validating the core reform directions. The mission concluded with a closing session with Agency leadership to confirm priorities and define next steps.
